ARMY BOARD FOR CORRECTION OF MILITARY RECORDS RECORD OF PROCEEDINGS IN THE CASE OF: BOARD DATE: 7 November 2019 DOCKET NUMBER: AR20170015148 APPLICANT REQUESTS: correction of his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) to show in block 17 that his source of entry is enlisted, first Enlistment instead of other, ACDUTRA (Ordered to Active duty for training). The applicant did not file within the three year time frame provided in Title 10, United States Code (USC), section 1552(b); however, the Army Board for Correction of Military Records (ABCMR) conducted a substantive review of this case and determined it is in the interest of justice to excuse the applicant's failure to timely file. 2. The applicant states he served 24 months active duty. 3. A review of the applicant’s service record shows: a. He enlisted in the United States Army Reserves (USAR) on 26 March 1966. b. His DA Form 20 ( Enlisted Qualification Record) shows in block 11, applicant was ordered to active duty effective date 26 March 1966 to 25 March 1968. c. He was released from active duty on 25 March 1968 with an honorable characterization of service under provision of Army Regulation (AR) 635-200 (Personnel Separation – Enlisted Personnel) for expiration of term of service and assigned to the United States Army Reserve (USAR) Control Group (Reinforcement). His DD Form 214 shows he completed 2 years of active service. d. USAR Personnel and Administration Center Order Number 11-1280142, dated 17 November 1971, shows he was discharged from the USAR on 29 November 1971 with an honorable characterization of service under provision of AR 135-178 (Reserve Components – Separation of Enlisted Personnel), paragraph 3-1 (Expiration of Term of Service). 4. Applicant provides a self-authored letter detailing facts and events surrounding his case. It states at 75 years old he became aware he could apply for burial at Abraham Lincoln Veterans Cemetery, which is beautiful, with his spouse. He submitted the paperwork along with the required documentation and received a reply that his request was declined due to his duty being listed on his DD Form 214 and other paperwork as Active Duty for Training as opposed to Regular Active Duty. 5. By regulation 635-5 (Personnel Separations – Separation Documents). In effect at the time, prescribes the separation documents that will be furnished each individual who is separated from the Army, including ACDUTRA personnel, and establishes standardized procedures for the preparation and distribution of these documents. BOARD DISCUSSION: After reviewing the application and all supporting documents, the Board determined that relief was not warranted. Based upon the documentary evidence provided by the applicant and found within the military service record, the Board concluded that the applicant enlisted as a United States Army Reservist. His DD FM 214 reflects his active duty service while serving in basic training and advanced individual training; no other active duty service was reflected. The Board recommended denying the applicant’s requested relief. Item 17a. a. Officer personnel. For Reserve officers ordered or called to active duty, check "other" and enter "Ordered to AD from USAR." For all other officers, check other' and enter "Commissioned" or "Commissioned RA" or "Aptd Warrant Officer," as appropriate. For ACDUTRA personnel check "other" and enter “Ordered to ACDUTRA.” b. Enlisted personnel. Check appropriate space to indicate means of entry on current active service. If the enlisted person was ordered or called to active duty from Reserve component, check "other" and enter "Ordered from ARNGUS or USAR" or "Called from ARNG," as appropriate. Enter also any voluntary extensions. Information regarding extensions will include period and date of voluntary extensions.
