The applicant did not file within the three year time frame provided in Title 10, United States Code (USC), section 1552 (b); however, the Army Board for Correction of Military Records conducted a substantive review of this case and determined it is in the interest of justice to excuse the applicant's failure to timely file. 2. The applicant states that he would like his DD 214 amended to reflect his Air Assault Diploma in block 13 (decorations) because there is no mention of his air assault training on his DD Form 214. He used his Veterans Affairs (VA) education benefits and when he filed for service connected conditions he noticed the missing training. He believes that this is an injustice to not include the time and training spent to succeed in the air assault course. 3. The applicant provided a copy of his Air Assault diploma which shows the grade private/E-2, the name X___, and the social security number of Xxx-Xx-XXXX graduating the course on 29 October 2012. A copy of his DD Form 214 shows that block 13 does not reflect the applicant’s award of the air assault badge. 4. A review of the applicant’s service record shows the following: a. He enlisted in the Regular Army (RA) on 14 February 2012. b. The Sabalauski Air Assault School diploma, dated 29 October 2012, shows that the applicant successfully completed the Air Assault Course which would award the applicant the Air Assault Badge. c. His was discharged from active duty on 9 January 2014. His DD Form 214 shows that he completed 1 year, 10 months, and 26 days of active duty service with an honorable character of service. No document was found in his records awarding/authorizing the air assault badge. However, he was awarded or authorized: * National Defense Service Medal * Global War on Terrorism Service Medal * Army Service Ribbon 5. Army Regulation 600-8-22 (Military Awards) states that the basic eligibility criteria consist of satisfactory completion of an air assault training course according to the TRADOC standardized Air Assault Core Program of Instruction. Commanders of divisions and separate brigades operating Air Assault Courses in accordance with TRADOC standardized Air Assault Core Program of Instruction are authorized to award the Air Assault badge. 6. Army Regulation (AR) 635-8 (Separation Documents) DD Form 215 (Correction to DD Form 214, Certificate of Release or Discharge from Active Duty).will be issued to provide missing information or to correct any information. Block 13 (decorations) list all federally recognized awards and decorations for all periods of service. Do not use abbreviations. Do not enter foreign or State level awards on DD Form 214. “DD Form 215 (Correction to DD Form 214, Certificate of Release or Discharge from Active Duty) will be issued to provide missing information.” DD Form 215 will be issued when the missing information becomes available. BOARD DISCUSSION: After reviewing the application and all supporting documents, the Board found the relief was not warranted. The applicant’s contentions were carefully considered. He provided a certificate that shows he graduated the course; however, the duration of the course is not reflected. Regulatory guidance provides that when entering military education on the DD Form 214, the course’s name, duration in weeks, and the year of completion is reflected. The Board agreed there is insufficient evidence to grant relief.
