The applicant’s states, there is no record of his OEF deployment in his records. 2. The applicant provides: * Deployment orders (OEF) effective date 8 October 2007 In support of Operation Enduring Freedom Rotation 07-09 for 2d Battalion 43d Air Defense Artillery, Fort Bliss, TX and page 11 with names, rank and partial social security numbers * DD Form 214 period ending 3 March 2009 3. The applicant’s service record shows: a. He enlisted in the Regular Army on 23 January 1998. b. Orders number 296-501 dated 23 October 2007 without any individual names listed. The unit listed on the orders is 2d Battalion, 43d Air Defense Artillery, Fort Bliss, TX. c. He was honorably discharged on 3 March 2009 to accept commission or warrant in the Army. He completed 11 years, 1 month, and 11 days of active service. Block 12f (Foreign Service) shows 2 years 6 months and 22 days of Foreign Service. Block 18 (Remarks) shows his service in Kuwait from 1 April 2010 to 22 February 2011 and Qatar from 26 October 2013 to 25 October 2014. d. On 4 March 2009 he signed his Oath of office. e. Officer Record Brief dated 26 February 2018 shows from 1 January 2008 to 18 December 2008 he was deployed to Qatar. It also reflects Qatar from 2 November 2013 to 2 November 2014. He was assigned to 2d, 43d Air Defense in various units from Battery A to Headquarters and Headquarters Battery from 18 May 2006 to 3 March 2009. f. He honorably retired on 31 January 2018 for sufficient service for retirement. He completed 8 years, 10 months, and 27 days of active service. Block 12f (Foreign Service) shows 1 year 10 months and 22 days of Foreign Service. 4. By regulation (AR 635-8 (Separation Processing and Documents)), item 12f (Foreign Service) of the DD Form 214 lists all foreign service performed outside continental United States. BOARD DISCUSSION: After reviewing the application and all supporting documents, the Board determined relief was warranted. Based upon the information reflected on the applicant’s ORB, the Board determined that the applicant had a period of foreign service in the country of Qatar that is not reflected on his DD Form 214 and recommended that change be completed to more accurately reflect his military service. REFERENCES: 1. Army Regulation 635-5 (Separation Documents) established the standardized policy for preparing and distributing the DD Form 214. Chapter 2 contains guidance on the preparation of the DD Form 214. It states for: • Item 12f enter the total amount of foreign service completed during the period covered by the DD Form 214 • item 18 for an active duty Soldier deployed with his or her unit during their continuous period of active service, the statement "Service in (Name of Country Deployed) From YYYYMMDD - YYYYMMDD)".
