Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20140011986 on 19 February 2015. 2. The applicant states his Expert Infantry Badge (EIB) was left off his DD Form 214. He was awarded the badge and orders by Company C 3rd Battalion (BN), 32nd Infantry, Fort Ord, CA. He completed the training and awarded the EIB by his battalion commander. It was one of his greatest achievement as a young man. 3. The applicant provided a self-authored statement stating that his battalion commander awarded the EIB to him and pinned it on his chest. 4. The applicant enlisted in the Regular Army on 17 January 1984. He was awarded military occupational specialty (MOS) 11B (Infantryman) upon completion of initial entry training. 5. Item 9 (Awards, Decorations, and Campaigns) of his DA Form 2-1 (Personnel Qualification Record) does not show the EIB as an authorized award. There are no orders or any other evidence in his military records that show he was awarded the ElB or that he completed the required proficiency tests. 6. He was discharged on 6 June 1986. His DD Form 214 does not reflect the EIB. His DD Form 214 shows he completed 2 years, 4 months, and 20 days of net active service this period. Block 13 (Decoration, Medals, Badges, Citations and Campaign Ribbons Awards or Authorized: * Army Service Ribbon * Sharpshooter Marksmanship Qualification Badge with the Rifle Bar (M-16) * Sharpshooter Marksmanship Qualification Badge with Grenade Bar 8. On 19 February 2015 (AR20140011986), the Army Board for Correction of Military Records denied his application. 9. On 30 March 2018, the U.S. Army Human Resources Command (HRC) denied his application. Due to the limited information available regarding his military service, they are unable to completely facilitate his request at this time. 10. Army Regulation 600-8-22 (Military Awards) states award of the EIB requires that an individual must have satisfactorily completed the prescribed proficiency tests while assigned or attached to an infantry unit of at least battalion size. To be eligible for testing and award of the EIB, a Soldier must be in an active status and must have an infantry or special forces MOS. Orders are required to confirm award of this badge. BOARD DISCUSSION: After reviewing the application and all supporting documents, the Board found relief was not warranted. Based upon the documentary evidence provided by the applicant and found within the military service record, the Board determined there to be insufficient evidence to show he passed the proficiency tests; no orders or documentations to support his request. The Board wished to inform the applicant that if he can provide an order or a certificate of training confirming successful completion of proficiency tests, he may reapply to this Board. REFERENCES: Army Regulation (AR) 600-8-22 (Military Awards), in effect at the time, governed the eligibility and award authority of all awards and decorations for issued to members of the U.S. Army. The regulation stated the: a. Award of the EIB requires that an individual must have satisfactorily completed the prescribed proficiency tests while assigned or attached to an infantry unit of at least a battalion size. b. To be eligible for testing and award of the Expert Infantryman badge, a Soldier must be in an active Army status and must have an Infantry or special forces specialty.
