Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20100029745 on 12 July 2011. 2. The applicant states, he wants proper recognition for the course annotated on his DD Form 214. 3. The applicant provides, a certificate of completion, dated 4 August 1956, which states he successfully completed “The Division Jumpmaster Course” at Fort Bragg, NC. 4. The applicant's military records are not available for review. A fire destroyed approximately 18 million service members' records at the National Personnel Record Center in 1973. It is believed that the records were lost or destroyed in the fire. However, there were sufficient documents remaining in a reconstructed record to conduct a fair and impartial review of this case. His DD Form 214 reflects that: a. He enlisted on 8 October 1954 in to the Regular Army (RA). b. He served in military occupational specialty 951.67 Military Policeman. c. He was awarded a Parachutist Badge. d. He was honorably released from active duty on 13 September 1957, under the provisions of Army Regulation (AR) 635-250 (Personnel Separations – Release to National Guard and Army Reserves), and AR 635-205 (Discharge and Release – Convenience of the Government), paragraph 9 (Early Release to Attend School). He served 2 years, 11 months, and 6 days of active duty service. e. His DD Form 214 shows in: * Item 12 (Last Duty Assignment and Major Command) shows he was assigned to Headquarters Company, 82d Airborne Division, Fort Bragg, NC * Item 28 (Service Schools or Colleges, College Training Courses, and/or Post Graduate Courses Completed) does not show he completed the 82nd Airborne Division Jumpmaster Course 5. The applicant previously applied to the Army Board of Correction of Military Records and was denied in full. He submitted the same documentation as with his previous application AR20100029745. 6. By regulation, AR 635-5 (Personnel Separations Administrative Separation Procedure and Forms), item 28 are the major courses which were successfully completed. This includes military sponsored courses completed in civilian schools. 7. By regulation, Training Circular 3-21.220 (Static Line Parachuting Techniques and Training), the Jumpmaster Training Course is the standard U.S. Army course of instruction designed to qualify individuals as jumpmasters for conventional static line parachuting. It is the standard for all airborne unit activities. The course is approximately three weeks long and contains 9 hours of instruction. BOARD DISCUSSION: After reviewing the application and all supporting documents, the Board determined that relief was warranted. Based upon the submitted certificate of completion submitted by the applicant, the Board concluded that the applicant graduated from the Jumpmaster Course and that training should be added to the applicant’s DD Form 214. At the time, it stated for item 12 to enter the last unit to which assigned for duty and item 28 enter Service Schools or Colleges, College Training Courses, and/or Post Graduate Courses Completed during the period covered by the DD Form 214.
