APPLICANT'S SUPPORTING DOCUMENTS CONSIDERED BY THE BOARD: * DD Form 149 (Application for Correction of Military Record) * Copy of his Social Security Card FACTS: 1. The applicant did not file within the three year time frame provided in Title 10, United States Code (USC), section 1552 (b); however, the Army Board for Correction of Military Records conducted a substantive review of this case and determined it is in the interest of justice to excuse the applicant's failure to timely file. 2. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20120006235 on 18 September 2012. 3. The applicant states his social security number is incorrectly listed on his military documents. He reports it is off by one number. Instead of the last four numbers reading XXX-XX-XXXX it should read XXX-XX-XXXX. He needs the correction for medical and claims reasons. 4. The applicant provides his social security card showing XXX-XX-XXXX. 5. A review of his records show: * 14 September 1982 – he enlisted in the Regular Army with the SSN XXX-XX-XXXX * 6 May 1986 – he was released from active duty and transferred to the US Army Reserve Control Group; his DD Form 214 (Certificate of Release or Discharge) shows SSN XXX-XX-XXXX * 13 September 1988- he was honorably discharged from the US Army Reserve and his orders show the same SSN XXX-XX-XXXX as seen on his DD Form 214 * all documents in his service record reflect the SSN XXX-XX-XXXX 6. On 21 March 2012, the applicant petitioned the Board to correct the SSN in his records. On 18 September 2012, the Board denied his request. 7. Army Regulation 635-5 (Separation Documents), in effect at the time, established the standardized policy for preparing and distributing the DD Form 214. The regulation directs that the purpose of the separation document is to provide the individual with documentary evidence of his or her military service. It is important that information entered on the form should be complete and accurate. With regard to item 3, the regulation required verification of accuracy with the SSN of record. BOARD DISCUSSION: 1. The Board carefully considered the applicant’s request, supporting documents and evidence in the records. The Board considered the applicant’s statement, the copy of the SS Card he provided and the evidence in the records consistently showing the contested SSN on all documents, including those the applicant signed. Absent some other evidence (letter from SSA) that supports his claim, the Board found insufficient evidence of an error in the applicant’s records. The Board advises the applicant that a copy of this decision will be placed in his records to clarify the difference between the SSN in his records and the one he uses today. 2. After reviewing the application and all supporting documents, the Board found that relief was not warranted.?
