ARMY BOARD FOR CORRECTION OF MILITARY RECORDS RECORD OF PROCEEDINGS IN THE CASE OF: BOARD DATE: 15 February 2019 DOCKET NUMBER: AR20180005310 BOARD DETERMINATION/RECOMMENDATION: 1. The Board determined the evidence presented is sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by: a. removing from her official military personnel file (OMPF) the DA Form 2166-8 (Noncommissioned Officer Evaluation Report (NCOER)) covering the period 14 July 2008 through 13 July 2009, and all allied documents, replacing it with a statement of non-rated time; and b. submitting her records before a duly-constituted standby advisory board for consideration for promotion to sergeant first class (SFC) under the appropriate years' criteria, beginning after the ending date of the NCOER referenced above, provided otherwise eligible. c. If selected for promotion to SFC, correct her DD Form 214 and retirement orders to show she was retired in the rank/grade of SFC/E-7 and pay any additional pay and allowances she would be entitled to receive. 2. The Board further determined the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to: a. removing from her OMPF her NCOERs covering the periods 14 July 2009 through 15 October 2010 and 16 October 2010 through 24 March 2011; b. promoting her to the rank/grade of SFC/E-7 and the rank/grade of master sergeant (MSG)/E-8, with all back pay and allowances; and Enclosure 1 ABCMR Record of Proceedings (cont) AR20180005310 c. reinstating her in an active status so she may achieve enough qualifying service to receive a Notification of Eligibility for Retired Pay at Age 60 (20 Year Letter) and qualify for non-regular retirement. 4/9/2019 X CHAIRPERSON I certify that herein is recorded the true and complete record of the proceedings of the Army Board for Correction of Military Records in this case. 2
