A review of the applicant’s service records shows the following: a. He was inducted into the Army of the United States on 22 March 1967. It shows on DD Form 47 (Record of Induction) block 10 (Education) he completed 12 years of elementary and high school. b. DA Form 20 (Enlisted Qualification Record) block 32 (Civilian Education) shows he attended Manhattan Vocational Tech High School in Manhattan, NY and received a diploma in 1965. By regulation, Army Regulation 635-5, then in effect, which established the policies and provisions for the preparation and distribution of the DD Form 214, indicated that an individual's "highest civilian education level attained" will be reflected as the first entry in the remarks section of an individual's DD Form 214. BOARD DISCUSSION: After reviewing the application and all supporting documents, the Board found relief was not warranted. The applicant’s contentions were carefully considered. Evidence of record shows he was reissued a DD Form 214; the reason was not available for review. Regulatory guidance did not provide for the listing of members’ major area of study during high school on the version of the DD Form 214 he was now possess. Regulatory guidance did provide for a marking indicating “yes” or “no” on whether or not members graduated or received an equivalent diploma. The Board agreed there was no error or injustice in this case. BOARD VOTE: Mbr 1 Mbr 2 Mbr 3 : : : GRANT FULL RELIEF : : : GRANT PARTIAL RELIEF : : : GRANT FORMAL HEARING :X :X :X DENY APPLICATION BOARD DETERMINATION/RECOMMENDATION: The evidence presented does not demonstrate the existence of a probable error or injustice. Therefore, the Board determined the overall merits of this case are insufficient as a basis to amend the decision of the ABCMR set forth in Docket Number AR2001061335 on 15 November 2001.
