APPLICANT'S SUPPORTING DOCUMENTS CONSIDERED BY THE BOARD: DD Form 149 (Application for Correction of Military Record) FACTS: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20130022319 on 19 August 2014. 2. The applicant states, his service number is correct but his social security number is wrong. 3. The applicant service record shows: a. He enlisted in the Regular Army (RA) on 2 February 1966. b. His DA Form 20 (Enlisted Qualification Record) only shows his service number RA . c. Special Orders Number 278 dated 4 October 1968 shows his social security number (SSN) as . d. The applicant was honorably discharged from active duty on 4 October 1968 and transferred to the United States Army Reserve (USAR). His DD Form 214 shows his SSN as . He authenticated this form with his signature. e. On 1 February 1972, the applicant was discharge from the (USAR). His SSN is shown as 4. ABCMR denied the applicants request for case AR20130022319 on 19 August 2014. The record of proceedings state that the evidence presented does not demonstrate the existence of a probable error or injustice. Therefore, the Board determined the overall merits of this case are insufficient as a basis for correction of the records of the individual concerned. 5. Army Regulation 635-5 (Separation Documents), in effect at the time, governed the preparation of the DD Form 214. It stated the DD Form 214 would be prepared for all personal at the time of their retirement, discharge, or release from active duty. The regulation stated item 3 would list the SSN verified in the Soldier's records. BOARD DISCUSSION: After reviewing the application and all supporting documents, the Board found the relief was not warranted. The contested SSN was used during his entire period of service. In the Board’s opinion, changing a SSN on a DD Form 214 should only be made with extreme caution, in order to protect the integrity of the record. Because the applicant provided no justification as to how the contested SSN may be been utilized throughout his record and since the SSN on the DD Form 214 accurately depicts the SSN used throughout the military service record of the applicant, the Board concluded there was insufficient evidence of an error or injustice which would warrant making such a change.
