The applicant states, there was an error of his effective date on his HPO BCP memorandum. The effective date written is 1 May 2018. He was eligible for increased board certification pay on 1 October 2017. 2. The applicant's service record contains the following documents for the Board's consideration: a. A DA Form 5074 (Record of Award of Entry Grade Credit (Health Services Officers), dated 13 February 2006, which shows the applicant received credit for his nursing school and entered the Army as a First Lieutenant (1LT). b. A DA Form 71 (Oath of Office - Military Personnel), which shows the applicant took his oath of office in the Regular Army on 21 September 2006. c. Orders A-07-690798, published by US Army Human Resources Command, dated 10 July 2006 ordering him to temporary duty for completion of the Army Medical Department (AMEDD) Officer Basic Course. 3. The applicant's service records are void of a DA Form 1059 (Service School Academic Evaluation Report) showing he completed the AMEDD Officer Basic Course. 4. The applicant provides the following documents for the Board's consideration: a. A memorandum for the Surgeon General of the Army, dated 28 February 2018, which shows: * the applicant requested HPO BCP * the effective date requested was 1 March 2018 * the expiration date was 29 July 2018 * he would receive $6,000 per year paid on a monthly basis * he would be paid HPO BCP based on being a Family Nurse Practitioner b. An email from the Director, Phase II Doctor of Nursing Practice Program of Madigan Army Medical Center, dated 10 May 2018, which states as of 1 October 2017, he would be eligible for increased HPO BCP from $2,000 per year to $6,000 per year. c. An email from the AMEDD Special Pay Branch, dated 14 May 2018 which states: * the applicant's HPO BCP was listed under Save Pay on his LES * his April 2018 LES showed Save Pay with 2 months back pay to 1 March 2018 * any previous HPO BCP prior to the effective date would have to be requested through the Board d. A self-authored email to the Army Nurse Corps Health Services Division, dated 26 April 2018 asking if the payment of HPO BCP was retroactive starting 1 October 2017. e. A Family Nurse Practitioner Certification card which was valid from 30 July 2013 through 29 January 2018. f. A verification of the applicant's Registered Nursing License dated 19 October 1994 and registered through the last day of October 2020. g. A verification of the applicant's Nurse Practitioner License dated 13 February 2006 and registered through the last day of October 2010. h. A DA Form 705 (APFT Scorecard), which shows the applicant passed his APFT on 27 October 2016, 14 April 2017, and 22 November 2017. i. A self-authored email to a Human Resources Specialist, dated 11 May 2018 stating the effective date of his HPO BCP should be 1 October 2017, the date the amount was increased. k. LESs which show: * in October 2017, the applicant had BCP for a non-physician in the amount of $208.33 * in November 2017, the applicant had BCP for a non-physician in the amount of $208.33 * in December 2017, the applicant had BCP for a non-physician in the amount of $208.33 * in January 2018, the applicant had BCP for a non-physician in the amount of $208.33 * in February 2018, the applicant had a deduction of BCP for non-physician in the amount of $20.83 with a comment in the remarks cancel BCP non- physician 28 January 2018 * in March 2018, the applicant did not receive BCP or Save Pay * in April 2018, the applicant received Save Pay in the amount of $1,000 with a comment in remarks start save pay 1 March 2018 5. See applicable references below. BOARD DISCUSSION: 1. After reviewing the application and all supporting documents, the Board found the relief is warranted. Subject to review and approval by the Office of the Surgeon General, the applicant’s records should be corrected to show his entitlement to Professions Officer (HPO) Board Certification Pay (BCP) effective on 1 October 2017. ? Paying him requisite pay due for Professions Officer (HPO) Board Certification Pay (BCP) from 1 October 2017.
