APPLICANT'S SUPPORTING DOCUMENTS CONSIDERED BY THE BOARD: DD Form 149 (Application for Correction of Military Record) FACTS: 1. The applicant did not file within the three year time frame provided in Title 10, United States Code (USC), section 1552(b); however, the Army Board for Correction of Military Records (ABCMR) conducted a substantive review of this case and determined it is in the interest of justice to excuse the applicant's failure to timely file. 2. The applicant states he needs to add truck driving from Ft Dix, NJ to his DD Form 214 because all his training was not included. His net service was 2 years and 2 days. 3. A review of the applicant’s service record shows: a. He enlisted in the Regular Army on 18 March 1987. b. DA Form 2-1 (Personnel Qualification Record) shows: * block 17 (Civilian and Military Schools major/course/MOSC 77F (Petroleum Supply) * block 35 (Principal Duty) 77F10 (Petroleum Supply Specialist) 28 August 1987 and 26 October 1987, and UHC (Under Honorable Conditions) Discharge 20 March 1989. c. Orders dated 20 October assigned him in duty MOS 77E10 (Petroleum Supply Specialist). d. Elimination action memorandum page 2 dated 3 March 1989 Duty MOS is listed as: 75F10 (Petroleum Supply Specialist). e. DD Form 214 (Certificate of Release or Discharge from Active Duty) dated 20 March 1989 shows: * Item 11 (Primary Specialty Number, Title and Years and Months in Specialty) list 77F10, Petroleum Supply Specialist, 1 year, and 11 months, 16 days * Item 14 (Military Education) lists Petroleum Supply Specialist, 9 weeks, August 1987. Nothing in his official records reflected training as a truck driver. 4. By regulation (AR 635-5 (Separation Documents) the DD Form 214 is a synopsis of the Soldier’s most recent period of continuous active duty. It provides a brief, clear-cut record of all current active, prior active, and prior inactive duty service at the time of release from active duty, retirement, or discharge. The instructions for completing the DD Form 214 stated, in part: a. item 11 (Primary Specialty), is recorded from the Enlisted Records Brief (ERB), enter the titles of all MOS or Area of Concentration (AOC) served for at least 1 year and include for each MOS/AOC the number of years and months served. For time determination, 16 days or more count as a month. b. Item 14 (Military Education), list in service training courses; title, number of weeks, year successfully completed during this period of service; e.g., medical, dental, electronics, supply, administration, personnel, or heavy equipment operations. This information is to assist the member after separation in job placement and counseling; therefore, training courses for combat skills will not be listed. BOARD DISCUSSION: After reviewing the application and all supporting documents, the Board found relief was not warranted. Based upon all the documentary evidence provided by the applicant, found within the military service record, and by the preponderance of the evidence, the Board concluded there was insufficient evidence to show that the applicant was formally trained as a truck driver and awarded the MOS. Therefore, the Board found that granting relief would not be warranted in the case.
