The applicant states during the process of scheduling movement of his Household Goods (HHG) with his local transportation office, he was informed that due to a backlog of shipments, his HHGs would not be able to be picked up by the 30 April 2018 deadline. On the day of his transportation briefing, he was informed that his entitlements had expired and there was nothing that could be done. 2. A review of the applicant’s official records show the following: a. On 10 April 1986, the applicant enlisted in the Regular Army and served in a continuous active status until his retirement. b. On 30 April 2012, the applicant was honorably retired from active duty. He completed 26 years and 21 days of net active service. c. The applicant’s records are void of his retirement orders which would show his authorization of a shipment of HHG’s to a final home of selection. 3. The applicant provides: a. Orders Number 221-1300, issued by Headquarters, U.S. Army Training Center and Fort Jackson, SC, retired the applicant from active duty effective on 30 April 2012. These orders also show under additional instructions, he was authorized one year of travel, shipment of HHG’s to a home of selection, and requests for extension must be submitted no later than 60 days prior to expiration. b. Army Sustainment Command letter that states in pertinent part, this is in response to your request to extend your transportation and travel entitlements. In accordance with the Joint Travel Regulation (JTR), paragraph 5318, an additional one year is granted. Your entitlement for transportation of HHGs and travel to your home of selection will expire on 30 April 2018. This is your final extension. Travel to your home of selection must be completed within the extended time limit. Your travel voucher must be supported by a copy of your retirement order and this letter. These approvals are limited to one year increments, up to six years from your retirement date. You may request further extensions if needed, no earlier than 60 days prior to the anniversary of your retirement. 4. JTR paragraph 5318 (Retirement from Active Duty) in effect at the time states a member on active duty is authorized HHG transportation from the last or any previous Permanent Duty Station (PDS), from a CONUS designated place, from anywhere the member elects to the member’s home of selection when the member is retired with pay. An extension of the 1-year time limit may be authorized/approved through the Secretarial Process when an unexpected event beyond the member's control occurs which prevents the member from moving to the home of selection within the specified time limit. Extensions may be authorized/approved only for the specific period of time the member anticipates is needed to complete the move. If, at the expiration of this extension period, additional time is required, the member may request a further extension through the Secretarial Process, citing the reasons for the extension. An additional authorized period for a specific period of time may then be authorized/ approved through the Secretarial Process. BOARD DISCUSSION: After reviewing the application and all supporting documents, applicable regulations, and the facts above, the Board found that relief is warranted as recommended in the Board Determination and Recommendation below. ? As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by showing that his entitlement for transportation of HHGs and travel to his home of selection is extended to April 2021 and that he be reimbursed for HHGs and travel expenses that he may have incurred after 30 April 2018 at the standard JTR rate.
