The applicant did not file within the three year time frame provided in Title 10, United States Code (USC), section 1552 (b); however, the Army Board for Correction of Military Records conducted a substantive review of this case and determined it is in the interest of justice to excuse the applicant's failure to timely file. 2. The applicant states, in effect, he entered active duty in the U.S. Army around July 1974 at William Beaumont Army Medical Center, Fort Bliss, El Paso, TX. He requests to have Item 6 (Place of Entry into Active Duty) of his DD Form 214 changed from X____, KS to William Beaumont Army Medical Center, TX. 3. The applicant provides a. A copy of his DD Form 214, dated 30 September 1983, showing in Item 6 his place of entry at the time was X____, KS. b. A letter from the Director of Medical Education, William Beaumont Army Medical Center, El Paso, TX, dated 31 January 2018, confirming the applicant successfully completed the internal medicine internship on 30 June 1975. 4. A review of the applicant’s service records shows the following: a. He accepted a commission as a U.S. Army Reserve (USAR) officer on 3 December 1970. b. Letter Orders Number A-05-74155, dated 10 May 1974, issued USAR Components Personnel and Administration Center, ordered the applicant to extended active duty. He was assigned to the Student Detachment, William Beaumont Army Medical Center, El Paso, TX for a medical internship, with a reporting date of 26 June 1974. The orders shows his place of entry as X____, KS. c. He served as an orthopedic surgeon within the Army Medical Corps throughout the course of his active service. d. He was honorably released from active duty on 30 September 1983 and was transferred to the USAR Control Group (Reinforcement). His DD Form 214 shows he completed 9 years, 3 months, and 5 days of active service with no lost time. Item 6 shows X____, KS. 5. By regulation (Army Regulation 635-5 (Personnel Separations – Separation Documents)), states to enter the city and state from which the member last entered active duty from civilian life in item 6 of the DD Form 214. BOARD DISCUSSION: After reviewing the application and all supporting documents, the Board found relief was not warranted. The applicant’s contentions were carefully considered. Evidence of record shows he entered active duty at the contested location and was ordered to report to active duty in El Paso, TX. The Board agreed there was no error or injustice in this case.
