Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the ABCMR in Docket Number AR20160019053 on 7 August 2018. 2. The applicant states: a. He is requesting reconsideration of his original application which was denied, in part, by the Board on 7 August 2018. He is presenting new evidence and new argument that was not considered by the Board when it was denied. The previous Board recognized his overseas deployments to Honduras, but denied his request for overseas service in a TDY status be entered into item 18 of his DD Form 214. He submits a document list which will be covered individually in this Record of Proceedings. b. Personnel in his unit (B Company, 224th Military Intelligence Battalion (Aerial Exploitation)) were deployed from Hunter Army Air Field, Savannah, GA, to Palmerola Air Base, Honduras. These deployments were in support of exercises Quality Dragon, Quality Dragon II, and Quality Dragon III. As recognized and affirmed by the Board in the Record of Proceedings for Docket Number AR20160019053, he deployed from Hunter Army Air Field to Honduras three times during his tour with the 224th Military Intelligence Battalion: * 26 April 1984 to 4 June 1984 (39 days) * 8 January 1985 to 7 February 1985 (30 days) * 26 June 1985 to 6 September 1985 (72 days) c. AR 635-5 (Personnel Separations – Separation Documents) and AR 635-8 (Separation Processing and Documents) were considered in his previous case. He submits that AR 635-8 confirms his overseas TDY is an authorized entry on his DD Form 214. Additionally, he meets all the criteria outlined in the regulation as he was an active duty Soldier deployed with his unit during his continuous period of active service. Therefore, item 12f should also be corrected. He adds that the entry in item 12f would increase by 141 days and would change to 4 years and 8 days. d. In his previous case, the Board believed that the evidence of record failed to show that his overseas service in a TDY status was authorized to be entered in the remarks section of the DD Form 214. e. His submission contains three Records of Proceedings for different individuals obtained from the reading room that contain a similar correction to the applicant’s. He offers these as evidence to the Board that his record should also be corrected. In these records, the Board determined that these Soldiers were authorized to have their overseas service in Honduras documented in item 18 of the DD Form 214 and an adjustment to item 12f. a. 3. The Army Service Ribbon and Marksman Marksmanship Qualification Badge with Rifle Bar are already recorded on his DD Form 214. These items will not be considered by the Board. The Board will consider foreign service credit for Honduras and those related items on the DD Form 214. 4. The applicant provides: a. A summary which was submitted with his original application that outlines the documents he submitted with his application. b. PO 3-1, dated 16 November 1985, which shows the applicant was assigned to C Company, 224th Military Intelligence Battalion, Palmerola, Honduras from 26 June 1985 to 3 September 1985 and was awarded the Army Achievement Medal c. PO 6-2, dated 21 January 1986, which shows his orders were amended to read Army Achievement Medal (Second Oak Leaf Cluster). d. An Army Achievement Medal Certificate, dated 10 December 1985 which shows the applicant was awarded the Army Achievement Medal. e. An LES for the period 1 through 31 July 1984, which shows from 26 April 1984 to 4 June 1984 he received family separation pay. f. Promotion Board Proceedings, which read, in part, “his technical knowledge was a major factor in the recent exercise Quality Dragon.” g. An article, titled “U.S. Latin Force in Place if Needed” which states, in part, ”about 800 American servicemen would remain in Honduras to prepare for further exercises… most of them at Palmerola Air Base.” h. An article, titled “The Thousand Small Escalations of Our Latin War,” which states, in part, “the Pentagon has reported that since mid-February the 300-man 224th Military Intelligence Battalion based at Palmerola Air Base in Honduras has been providing regular tactical support.” i. An LES for period 1 through 31 March 1985, which shows from 8 January 1985 to 7 February 1985 he received family separation pay. j. An LES for period 1 through 30 November 1985, which shows from 8 January 1985 to 7 February 1985, he received oversea pay. k. A DD Form 1610, dated 2 January 1985, which shows the applicant was authorized TDY travel on or about 8 January 1985 for an exercise. a. l. A DD Form 1610, dated 19 June 1985, which shows the applicant was authorized TDY travel on or about 26 June 1985 for an exercise. m. Excerpts of AR 600-8-22, which show for * item 12f, enter the total amount of service performed outside the continental U.S. during the period covered in block 12c (Net Active Service This Period) * item 18, use this block for Headquarters Department of the Army mandatory requirements when a separate block is not available or for conditional entries such as: * for active duty Soldiers deployed with their unit during their continuous period of active service, enter only the statement “Service in (Name of Country Deployed) from (inclusive dates)” n. DA Form 3355, which shows he qualified Sharpshooter on 21 May 1985. o. A health record, which shows that he received treatment in Honduras on 5 September 1985 for “leaving country.” p. A Record of Proceedings (pulled from the reading room, Docket Number AR20120010186). The applicant in that case requested, in part, that his service be documented in Honduras in block 18 of his DD Form 214. The Board granted relief and corrected his record to show foreign service in item 12f and “Service in Honduras from 19840501-19840630 and 19840820-19841112” and “Service in Honduras/El Salvador from 19851021-19860228.” q. A Record of Proceedings (pulled from the reading room, Docket Number AR20140011145). The relief in that case included adding an entry to the DD Form 214 documenting service in Honduras. r. A Record of Proceedings (pulled from the reading room, Docket Number AR20150008654). The applicant requested that his foreign service in Honduras be documented. The Board granted relief and corrected his record to show “Service in Honduras from 19850601-19850930.” s. A Record of Proceedings (pulled from the reading room, Docket Number AR20160001872). The applicant requested that his foreign service in Honduras be documented. The Board granted relief and corrected his record to show “Service in Honduras from 19850701-19851101 and 19870218-19870701.” 5. A review of the applicant’s service records shows: a. He enlisted in the Regular Army on 12 June 1979. a. b. He served in Germany from 10 August 1980 to 24 May 1984, a period of 3 years, 9 months, and 15 days. c. He received separation pay for the following periods: * 26 April 1984 to 4 June 1984, a period of 1 month and 10 days * 8 January 1985 to 7 February 1985, a period of 1 month and 1 day * 26 June 1985 to 6 September 1985, a period of 2 months and 12 days d. He received an Army Achievement Medal while assigned in Palmerola, Honduras from 26 June 1985 to 3 September 1985. e. He was honorably discharged on 24 March 1986. His DD Form 214 shows he completed 6 years, 9 months, and 13 days of active service with 3 years, 7 months, and 17 days of overseas service. f. His DD Form 214, as amended by a DD Form 215, shows he was awarded or authorized: * Army Service Ribbon * Army Achievement Medal (4th Award) * Army Good Conduct Medal (2nd Award) * Marksman Badge (Rifle) * Army of Occupation Medal * Noncommissioned Officer Professional Development Ribbon * Overseas Service Ribbon * Army Superior Unit Award 6. By regulation, for active duty Soldiers who deployed with their unit during their continuous period of active service, the statement “SERVED IN (name of country deployed) FROM (inclusive dates, YYYYMMDD-YYYYMMDD)” would be included in item 18 when the DD Form 214 was prepared. Additionally, foreign service would include the total amount of service performed outside the continental U.S during the period of the DD Form 214. BOARD DISCUSSION: After reviewing the application and all supporting documents, the Board determined that partial relief was warranted. The Board determined the evidence presented by the applicant or found within the military service record is sufficient to warrant a recommendation for relief relating to the foreign service credit to Honduras. However, because the applicant's DD Form 214 was previously corrected to reflect adding the Army Service Ribbon and the Marksmanship Qualification Badge with Rifle Bar, the Board recommended denying those portions of the application. The Board determined the evidence presented is sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending his DD Form 214 as follows: a. Deleting from item 12f the entry “03-07-17” and adding the entry “04-02-08.” b. Adding to item 18 the entry “Service in Honduras 19840426-19840601 and 19850108-19850207 and 19850626-19850906.” 2. The Board further determined the evidence presented is insufficient to warrant a portion of the requested relief.
