The applicant states she requests back pay for her BCP. She became board certified on 15 July 2018 but was told the earliest date her BCP could be entered was on 1 October 2018 under the new fiscal year. She was instructed to request back pay through the Army Review Boards Agency. 2. The applicant provides the following documents in support of her request: * Memorandum Subject: Request for Health Professions Officer (HPO) Board Certification Pay (BCP) – showing she requested BCP on 22 October 2018 * The American College of Laboratory Animal Medicine Certificate – she became board certified on 15 July 2018 * Email from AMEDD Special Pay Branch – showing she requested pay adjustment of her BCP, but it was returned without action stating the applicant can request FY18 payments via the Army Board for Correction of Military Records because AMEDD Special Pay Branch was no longer authorized to obligate any FY18 funds for agreements that were not in the system prior to 1 October 2018 3. A review of the applicant’s service records show: * 12 March 2009 – she was ordered to active duty in the rank of Captain as a Veterinary Corp (64A) * 9 May 2009- she conferred her Doctor of Veterinary Medicine * 1 June 2009 – she took the oath of office as a Commissioned Officer in the Regular Army * 15 July 2018 – she received her board certification in Veterinary Medicine * 22 October 2018 – she requested BCP 4. Title 37, USC, section 302(a) states an officer who is an officer of the Medical Corps of the Army as a medical officer and who is on active duty under a call or order to active duty for a period of not less than one year is entitled to special pay in accordance with this subsection. An officer who is entitled to variable special pay under paragraph (2) or (3) and who is board certified is entitled to additional special pay. BOARD DISCUSSION: The Board carefully considered the complete evidentiary record, including the applicant’s statement, supporting documents and email from AMEDD Special Pay Branch, and found sufficient evidence to grant relief. The Board agreed that the applicant met all the criteria for award of Board Certification Pay (BCP) from 15 July 2018 – 30 September 2018. Therefore, the board determined that full relief was warranted. ?
