Reconsideration of his previous request to be awarded: * foreign service credit for service in Grenada * the Armed Forces Expeditionary Medal. 2. As a new request he requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 22 June 1984 to show 2 years, 8 months, and 6 days of active duty service. APPLICANT'S SUPPORTING DOCUMENTS CONSIDERED BY THE BOARD: * DD Form 149 (Application for Correction of Military Record) * DD Form 214, dated 22 June 1984 * Army Board for Correction of Military Records (ABCMR) Docket Number AR20180000934, dated 27 June 2019 FACTS: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20180000934 on 27 June 2019. 2. The applicant's DD Form 214 for the period ending 22 June 1984 shows he was awarded the Armed Forces Expeditionary Medal. This award will not be addressed any further in the record of proceedings. The Board will consider the portion of his request pertaining to foreign service in Grenada and correction of his active duty service time. 3. The applicant states in part, the Army did not accurately document his foreign service awards and length of service, which is an injustice in the characterization of his service and his ability to receive medical care at the Department of Veterans Affairs and a proper upgrade of his discharge. ABCMR Docket Number AR20180000934, page 3, shows he completed 2 years, 8 months, and 6 days of service. He served in Grenada in 1982, and it is not recorded on his DD Form 214. 4. A review of the applicant's official records shows the following: a. On 20 March 1983, the applicant enlisted in the Regular Army in military occupational specialty 12B (Combat Engineer). b. DA Form 2-1 (Personnel Qualification Record), dated 6 April 1983, shows in item 35 (Record of Assignments), the applicant was assigned to C Company, 307th Engineer Battalion, 82nd Airborne Division, Fort Bragg, NC. c. DA Form 2-1 (Temporary), dated 21 June 1984, shows in item 27 (Remarks) "imminent danger pay area Grenada". d. Both DA Forms 2-1 are void of an entry in item 5 (Oversea Service) which would indicate from and thru dates, and type of service overseas. e. On 22 June 1984, the applicant was discharged from active duty under the provisions of Army Regulation (AR) 635-200 (Personnel Separations – Enlisted Personnel), chapter 13, for unsatisfactory performance, with a general, under honorable conditions characterization of service. DD Form 214 shows in: * item 12c (Net Active Service this Period) – 1 year, 2 months, and 13 days of net service, with 2 months and 11 days of prior inactive service * item 12f (Foreign Service) – 00 years, 00 months, and 00 days * item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) – Parachutist Badge and the Armed Forces Expeditionary Medal * item 18 (Remarks) – no entry pertaining to deployment to Grenada f. The applicant's records are void of any orders deploying him to Grenada. Likewise, it is void of any other enlistment documents beyond his initial enlistment that would indicate additional service in the Regular Army or U.S. Army Reserve. g. On 1 December 2017, the applicant petitioned the Board for an upgrade of his general, under honorable conditions discharge and correction of his DD Form 214 to reflect service in Grenada and authorized awards. h. On 27 June 2019, the Board denied the applicant's petition citing the appropriate characterization of service at the time and insufficient evidence to support service in Grenada. 5. See applicable references below. BOARD DISCUSSION: 1. After reviewing the application and all supporting documents, the Board found that partial relief is warranted. 2. Although the exact period of his service in Grenada is unknown, his DA Form 2-1 confirms that he served in Grenada, and the Board determined it would be appropriate to add the statement "Service in Grenada (dates unknown)" to the remarks block of his DD Form 214. 3. The Board noted the applicant's contention regarding the length of service recorded on his DD Form 214, but found that the Record of Proceedings for ABCMR Docket Number AR20180000934 erroneously stated he completed 2 years, 8 months, and 6 days of service. The Board did find, however, that his net active service was miscalculated on his DD Form 214. The actual length of that service was 1 year, 3 months, and 3 days. The Board determined his DD Form 214 should be corrected to accurately reflect the length of his active duty service. The Board determined the evidence presented is sufficient to warrant partial amendment of the decision of the ABCMR set forth in Docket Number AR20180000934, dated 27 June 2019. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending his DD Form 214 to show in: * item 12c – 1 year, 3 months, and 3 days * item 18 – "Service in Grenada (dates unknown)" 2. The Board further determined the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to any relief in excess of that described above. AR 600-8-22 (Military Awards) states the Armed Forces Expeditionary Medal is awarded for Grenada-Operation Urgent Fury for Soldiers who served between 23 October and 21 November 1983. The qualifying criteria for non-unit direct support personnel in Grenada is 6 consecutive days or 12 non-consecutive days. 3. AR 15-185 (ABCMR) paragraph 2-9 (Burden of Proof) states the ABCMR begins its consideration of each case with the presumption of administrative regularity.
