The applicant did not file within the three year time frame provided in Title 10, United States Code (USC), section 1552 (b); however, the Army Board for Correction of Military Records conducted a substantive review of this case and determined it is in the interest of justice to excuse the applicant's failure to timely file. 2. The Board will not consider the applicant's request to add the GWOTSM to his DD Form 214, as this item will be addressed through an administrative correction. 3. The applicant states that he attended the U. S. Army Airborne School at Fort Benning GA, in June 1993, while a Reserve Officer Training Corps cadet at the University of Pittsburgh. 4. The applicant's Officer Record Brief shows that he: * completed Airborne Training in 1993 * accepted an appointment as a second lieutenant in the U. S. Army Reserve on 18 May 1995 * entered active duty on 10 January 1999 5. He was honorably discharged on 31 August 2003. 6. Regulatory guidance states to enter, all formal in-service training completed during the period covered by the DD Form 214 in item 14 of the DD Form 214. BOARD DISCUSSION: 1. After reviewing the application and all supporting evidence, the Board determined that relief is warranted in addition to the administrative correction outlined below. The Board determined that there is evidence that the applicant attended Airborne School. Title 10, USC, section 1552(b), provides that applications for correction of military records must be filed within three years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant's failure to timely file within the three-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. 2. Army Regulation (AR) 600-8-22 (Military Awards) states the Global War on Terrorism Service Medal is authorized for award to members of the Armed Forces of the United States who have participated in the Global War on Terrorism (GWOT) operations outside of the designated areas of eligibility defined for the GWOT Expeditionary Medal (paragraph 2–18g of this regulation), on or after 11 September 2001 to a future date to be determined. 3.
