Incorporated herein by reference are military records, which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20130000727 on 1 August 2013. 2. The applicant states when he enlisted in 1979, his parents provided an erroneous SSN. In approximately 1987, the Social Security Administration contacted him about his SSN. 3. The applicant enlisted in the Regular Army on 31 August 1979. His enlistment contract lists his SSN as 4. The applicant was honorably released from active duty on 30 August 1983. The DD Form 214 he was issued lists his SSN as 5. All documents contained in his records list the SSN as reflected on his DD Form 214. 6. The applicant provides a letter from the Social Security Administration dated 25 February 2019, which states the applicant's military earnings are posted to his appropriate SSN of. The applicant was never issued the SSN originally provided to the military and the SSN previously provided was not a valid SSN that could have been issued. 7. The only difference between the SSN in the applicant's records and the SSN he is currently using are the second and third digits of the SSN. 8. Army Regulation 635-5 (Separation Documents), then in effect, prescribed the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. It stated to transcribe the SSN at the time of separation from applicable documents in item 3 (SSN). BOARD DISCUSSION: 1. After reviewing the application and all supporting documents, the Board found the requested relief is warranted. 2. The Board noted that when considering his first application on this matter, the Board did not have the Social Security Administration letter to consider. The Board agreed that this letter, in particular the confirmation that the applicant's military earnings are posted to the SSN he states is correct, shows the SSN recorded in his record was a mistake. The Board determined a preponderance of the evidence supports a recommendation to grant relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by replacing the entry in item 3 (SSN) of his DD Form 214 with the SSN recorded in the Social Security Administration letter dated 25 February 2019.
