The applicant states the adjustment made by DFAS to 9 August 1989 was incorrect. 2. The applicant provides the following documents for the Board's consideration: * a letter from DFAS, dated 14 January 2019, which states > the debt established to the applicant's Master Military Pay Account in the amount of $2,884.06 is an invalid debt > the applicant should have an effective pay date of 3 February 1989 > the adjustment to change the applicant's pay date to 9 August 1989 was incorrect making the debt invalid * Leave and Earnings Statement for the month of February 2019 which includes in the remarks "remit indebtedness" * Leave and Earning Statement for the month of March 2019 which includes in the remarks "hld pay $3,146.92" * a DA Form 1506 corrected copy (Statement of Service) which shows he entered the military, without a break in service, on 3 February 1989 3. The applicant's service records contain a DD Form 214 (Certificate of Release or Discharge from Active Duty) showing he was honorably retired from the Army National Guard on 31 March 2019 with 30 years, 1 month and 28 days of service for pay. 4. The DFAS website at https://www.dfas.mil/civilianemployees/militaryservice/military servicedeposits/estimator/MilPayBuyBackDefinitions.html states the PEBD is the date that denotes how much service is creditable towards longevity for pay purposes. The PEBD can be affected by broken service, lost time, and transfer to/from reserve components. BOARD DISCUSSION: 1. After carefully reviewing the applicant’s request, supporting documents, and evidence in the records, the Board found the relief is warranted. 2. The applicant’s PEBD should be corrected from 9 August 1989 to 3 February 1989, any debts resulting from the erroneous 9 August 1989 date be canceled, and any collections made on such debts be reimbursed to the applicant.
