The applicant states: * his recruiter did not have his college transcripts evaluated and processed properly * because of this he could not enter the Army in the rank of PFC * he was told by his recruiter he would enter the Army as a PFC 2. The applicant provides the following documents for the Board's consideration: * a letter from a counselor at the Fort Bragg Education Center, dated 11 April 2019, which states: > an assessment of the applicant's civilian education transcripts was conducted on 11 April 2019 > he had completed 125.50 of non-duplicated semester hours with Malayan College Laguna, Philippines * his ERB showing his rank was Private on 28 August 2018, he had no college, and he was at Fort Leonard Wood, Missouri, on 28 August 2018 for training * a LES for the month of September 2018 showing his rank as PVT * transcripts from the * a Grade Certification report dated 13 December 2018, showing his first term was from 2014-2015 3. The applicant's service records contain a DD Form 4/1 (Enlistment/Reenlistment Document Armed Forces of the United States), showing a date of enlistment of 21 March 2018, the applicant enlisted for 8 years on the Delayed Entry Program in the rank of PVT. 4. Army Regulation 601-210 (Regular Army and Reserve Components Enlistment Program), prescribes eligibility criteria governing the enlistment of persons, with or without prior service (PS), into the Regular Army (RA), the U.S. Army Reserve (USAR), and the Army National Guard (ARNG). It provides policies and procedures to process applicants for enlistment in the RA Delayed Entry Program (DEP) and on delayed status, and the USAR Delayed Training Program (DTP). Paragraph 2-18(6) states, a Solider who has successfully completed 48 or more classroom semester hours (72 or more quarter hours) (without a 4-year degree at an accredited degree granting college or university may enlist at any time at pay grade E-3). BOARD DISCUSSION: After reviewing the application, the supporting documents, the records, applicable regulations, and the facts above, the Board found that relief is warranted as recommended in the Board Determination and Recommendation below.
