The applicant states: * he was authorized AIP in the amount of $300 per month from 1 May 2017 to 1 May 2018 * his AIP was erroneously stopped and debited from his military pay * he was also entitled to AIP from 1 May 2018 through 31 December 2018 * he was not payed his AIP for that time period * in total 19 months of AIP was either debited from his pay or not payed to him * he's owed a total of $5,700 (300 x 19) of AIP that he did not receive * the debt and non-payment of AIP was due to an unknown clerical error that occurred at the Department of Finance and Accounting Services (DFAS) * he was entitled to receive the AIP from 1 May 2017 through 1 December 2018 2. The applicant provides: * an undated memorandum from US Army Cyber Command, entitled Approved AIP for US Army cyber Command Cyber Workforce, which states: > the request for AIP for Soldiers serving in a designated Cyber Mission Forces Work Role was approved > AIP would be terminated as soon as the Soldiers were no longer assigned to a designated Cyber Mission Forces Work Role > the applicant's name appears on the memorandum with the Military Occupational Specialty of 17C in the amount of $300 > the effective date of AIP was 1 May 2017 * a DA Form 4187 (Personnel Action) dated 3 April 2019, which states: > requesting an exception to policy to reenter into a written agreement to serve in an approved Cyber Work Force Role effective 1 May 2017 > he agreed to accept AIP in the amount of $300 per month for 19 months while assigned as an Interactive On-Net Operator > his original AIP contract expired in April 2017 > he continued to serve as a trained and certified Interactive On-Net Operator > he understood the agreement would be terminated on 31 December 2018 > the request was recommended for approval by his company commander and brigade commander * LESs from April 2018 through January 2019 showing the original debt of $3,290 and the payments of the debt 4. The applicant's service records contain the following documents for the Board's consideration: * a DA Form 1059 (Service School academic Evaluation Report) showing he completed the Joint Cyber Analysis Course on 16 July 2010 * a DA Form 1059 showing he completed Military Intelligence Senior Leader Course on 30 August 2012 * a DA Form 2166-9-2 (Noncommissioned Officer Report) through 30 December 2016 showing he served as a Senior Computer Network Interactive Operator for a Joint Force Headquarters-Cyber, Army Cyber Command * a DA Form 2166-9-2 through 9 November 2018 showing he served as an Interactive Operator with Cyber National Mission Force, Cyber Command 5. The applicant's service records do not contain his DA Form 2166-9-2 for 2017. 6. Department of Defense Instruction (DODI) 1340.26 (AIP), establishes policies and procedures for the administration of AIP. It describes AIP as a temporary compensation tool to provide an additional monetary incentive to encourage Active or Reserve Component members to volunteer for select difficult-to-fill assignments. BOARD DISCUSSION: After reviewing the application and all supporting documents, the Board found that relief is warranted. The applicant’s debt for AIP for the period 1 May 2017 to 1 May 2018 should be cancelled and any debt collected refunded to applicant, and he should be paid AIP bonus of $300 a month for the period 1 May 2018 to 31 December 2018.
