The applicant states that she did not receive her NPBCP during the period of 6 September 2017 through 30 September 2018 because her entitlement was not processed initially, however once payment was finally processed the period covered only went back to the beginning of the 2019 physical year i.e. October of 2018. 3. The applicant provides a: * American Midwifery Certification Board Certificate dated 22 January 2016 – reflective of her certification as a Nurse-Midwife through 31 December 2021 * Leave and Earnings Statement dated 30 April 2019 – reflective of the first month that she received her NPBCP; remarks indicate payment initiation date of 1 October 2018 * Order# dated 11 Aug 2017 – ordering the applicant to active duty effective 13 September 2017 * Order# dated 25 August 2017 – amending the previous order to TDY report date to 6 September 2017 4. A review of the applicant’s available service records reflects the following on: * 23 September 1994 – she enlisted in the Army Reserve as an ROTC Cadet * 11 May 1996 – she was commissioned as a 2LT in the Army Reserve * 13 November 1996– she was ordered to active duty for 4 years * 30 October 2000 – she was released from active duty and transferred back into the Reserve Component * 3 November 2004– she was discharged from the Army Reserve * 14 June 2017 – she was again commissioned in the Army Reserve * 11 August 2017– she was commissioned in the Regular Army 5. On 22 October 2018 she submitted her request for Health Professions Officer (HPO) Board Certification Pay (BCP). Within paragraph 2b, the applicant indicated a BCP effective date of 1 October 2018 with a 31 December 2021 expiration date. The request was approved on 1 February 2019. 6. Title 37 United States Code (USC) Section 335 (Special Bonus and Incentive Pay Authorities for Officers in Health Professions) states that the Secretary may pay board certification incentive pay under this section to an officer in a regular or reserve component of a uniformed service who is entitled to basic pay, or compensation pay, is board certified in a designated health profession specialty or skill; and is serving on active duty or in an active status in such designated health profession specialty or skill. Board certification incentive pay under subsection (c) may not exceed $6,000 for each 12- month period an officer remains certified in the designated health profession specialty or skill. BOARD DISCUSSION: 1. The Board carefully considered the applicant’s request, supporting documents and evidence in the records. The Board considered the applicant’s statement, her record of service, her professional certification, reentry (commission) to the Army Reserve and commission in the Regular Army in 2017, her LES and payment of BCP effective 1 October 2018. The Board found the applicant was eligible for Non-Physician Board Certification Pay (NPBCP) upon her entry to the Regular Army. Based on a preponderance of evidence, the Board determined that the applicant’s record should be corrected to show timely submission and processing of her request for NPBCP. 2. After reviewing the application and all supporting documents, the Board found that relief was warranted. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by: - Showing that the applicant submitted a timely request for Non-Physician Board Certification Pay (NPBCP) for the period of 6 September 2017 through 30 September 2018; - That her request was accepted and processed by the appropriate authority, and; - That she be paid NPBCP in the amount determined by the policy/program proponent.
