The applicant did not file within the three-year period provided in Title 10, United States Code, section 1552(b); however, the ABCMR conducted a substantive review of this case and determined it is in the interest of justice to excuse the applicant's failure to timely file. 2. The applicant's SSN on his Honorable Discharge Certificate and on Social Security card are the same. The SSN in item 32 of his DD Form 214, ending 24 August 1966 is different and appears to be in error. 3. The applicant states, in effect, that his DD Form 214 does not lists all of his authorized awards. 4. The applicant's complete records are not available; however, he received a DD Form 214 while he was member of the U.S. Army Reserve (USAR). This form shows he was ordered to active duty for training at Aberdeen Proving Grounds, Maryland, on 28 February 1966 and, after completing the Automotive Repairman course, honorably discharged on 24 August 1966. Item 26 of his DD Form 214 does not list any awards. 5. The applicable regulation does not provide for members of the Army National Guard and USAR on short tours of duty to fulfill training obligations, under an inactive duty training program, to be eligible for awards during that training period. BOARD DISCUSSION: 1. After reviewing the application and all supporting documents, the Board found that partial relief is warranted. The applicant's DD Form 214, Item 32, should be corrected to show the SSN listed on his Social Security card. 2. Army Regulation 600-8-22 (Military Awards) provides the policy, criteria, and administrative instructions concerning individual military decorations, Good Conduct Medal, service medals and ribbons, combat and special skill badges and tabs, unit decorations, and trophies, and similar devices awarded in recognition of accomplishments. It makes no provisions for members of the Army National Guard and U.S. Army Reserve on short tours of duty to fulfill training obligations, under an inactive duty training program, to be eligible for awards. Accordingly, there is no error in the award entries on his DD Form 214 for his active duty for training period. ? The Board determined the evidence presented is sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by showing the SSN on his DD Form 214, Item 32, for the period ending 24 August 1966, the same as on his Social Security Card. 2. The Board further determined the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains showing awards on the applicant's DD Form 214 for the period ending 24 August 1966.
