Incorporated herein by reference are military records, which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20170008452 on 2 April 2019. 2. The Board will not consider the following portions of the applicant's requests, as these items will be addressed through an administrative correction: * ROKPUC * NCOPDR 3. The applicant states, in effect, he completed two overseas tours of duty, Korea 1967- 1968 and Germany 1968-1969, which he believes qualifies him for award of two OSRs. The applicant claims active duty service after 1 August 1981, by providing letters ordering him to active duty for training. In a letter dated 7 July 1986, it is stated that each citizen Soldier in the Individual Reay Reserve (IRR) of the Army, Air Force, Marine Corps and Navy will be obligated to attend at least one day of active duty for training each year beginning 1 October 1986. He further provided a certificate of training, which shows he completed the Field Artillery Branch Officer Advanced Course Phases IIIB & V, effective 29 May 1985. 4. The applicant enlisted in the Regular Army (RA) on 25 August 1966. 5. His DA Form 20 (Enlisted Qualification Record) shows he served in: * Korea from 21 January 1967 to 14 March 1968, with Battery B, 1st Battalion, 79th Field Artillery Regiment; and * Germany from 23 April 1968 to 4 August 1969, with Howitzer Battery, 1st Squadron, 2nd Armored Cavalry Regiment 6. The applicant was honorably released from active duty on 10 August 1969. The DD Form 214 he was issued shows he was awarded or authorized the: * Army Good Conduct Medal * National Defense Service Medal * Expert Marksmanship Qualification Badge with Rifle Bar (M-14) * Armed Forces Expeditionary Medal * 2 Overseas Service Bars 7. The applicant enlisted in the Pennsylvania Army National Guard (PAARNG) on 9 June 1977. On 26 May 1979, he was honorably discharged to accept a commission as a second lieutenant (2LT) in the ARNG. The National Guard Bureau (NGB) Form 22 (Report of Separation and Record of Service) he received shows he was awarded or authorized the: * Sharpshooter Marksmanship Qualification Badge with Rifle Bar * HSM * PA Service Ribbon * General Thomas J. Stewart Medal 8. The applicant was appointed as a 2LT in the ARNG effective 27 May 1979. He entered active duty training for the Field Artillery Officer Basic Course on 4 September 1979, and he was released from active duty training on 4 October 1979. The DD Form 214 he was issued does not list any authorized awards or decorations for this period. 9. The applicant was honorably released from the PAARNG and transferred to the U.S. Army Reserve (USAR) Control Group (Reinforcements) on 6 July 1980. 10. The applicant's DA Form 5016 (Chronological Statement of Retirement Points) does not list a qualifying period of active duty from 9 June 1980 through 8 June 1986. 11. On 10 June 2019, the applicant's DD Form 214 for the period ending 10 August 1969, was corrected by DD Form 215 (Correction to DD Form 214) by adding the Korea Defense Service Medal. 12. The applicant provides: a. Department of the Army Certificate of Training certifying the applicant successfully completed the Field Artillery Branch Officer Advanced Course Phases IIIB & V, dated 18 November 1985, effective 29 May 1985. b. A letter from the Chief, USAR, dated 7 July 1986, which states as a member of the IRR, beginning 1 October 1986, each citizen Soldier in the IRR will be obligated to attend at least one day of active duty for training each year. c. Letter Order dated 1 December 1986, which ordered him to active duty for training for a period of 1 day during January 1986. 13. Effective 1 August 1981, all Soldiers of the RA, ARNG, and USAR in an active Reserve status are eligible for award of the OSR. The ribbon may be awarded retroactively to those personnel who were credited with successful completion of an overseas tour before 1 August 1981, provided they had an RA status as defined above on or after 1 August 1981. 14. Effective 1 August 1981, all members of the RA, ARNG, and USAR in an active Reserve status are eligible for award of the ASR. The ribbon may be awarded retroactively to those personnel who completed the required training before 1 August 1981, provided they had an RA status as defined above on or after 1 August 1981. 15. The DD Form 214 is a summary of a Soldier's most recent period of continuous active duty. It provides a brief, clear-cut record of active duty service at the time of release from active duty, retirement, or discharge, and is not intended to have any legal effect on termination of a Soldier's service. The governing regulation states, in effect, foreign or State level awards will not be entered on the DD Form 214. State awards and decorations will be entered on NGB Form 22 upon separation from the ARNG. BOARD DISCUSSION: After review of the application and all evidence, in addition to the corrections in Administrative Notes recorded by the analyst of record (below the signature), the Board determined there is sufficient evidence to grant partial relief and amend the decision of the ABCMR set forth in Docket Number AR20170008452 on 2 April 2019. 1. The Board agrees with the Administrative Notes to grant the applicant’s request for the ROKPUC and the NCOPDR. 2. Regarding the applicant’s request to amend his DD Form 214 dated 10 August 1969, the Board found sufficient evidence to add two OSRs and an ASR, but not the HSM. Per regulation, the applicant is entitled to have the OSR and ASR added to his 10 August 1969 as he served qualifying periods of overseas/initial service and had an RA status subsequent to 1 August 1981 (the awards’ effective date), for one day on 1 December 1986. 3. Regarding the HSM, the Board found sufficient evidence to grant only partial relief. The applicant’s NGB Form 22 dated 26 May 1979 and his DA Form 2-1 signed 27 May 1979 list the HSM. There is also a letter dated 8 August 1977 thanking the applicant for his service during a flood in July to August 1977. This award, therefore, could be added to a discharge document dated after August 1977, but not one prior to that date. Therefore, the Board agreed that the HSM should be added to the applicant’s DD Form 214 dated 4 October 1979, but not the DD Form 214 dated 10 August 1969. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by: a. Making the corrections noted in Administrative Notes regarding the ROKPUC and the NCOPDR; b. Adding the OSR (2) and the ASR to the applicant’s DD Form 214 dated 10 August 1969. c. Adding the HSM to the applicant’s DD Form 214 dated 4 October 1979 2. The Board further determined the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to adding the HSM to the applicant’s DD Form 214 dated 10 August 1969. Effective 1 August 1981, all Soldiers of the RA, ARNG, and USAR in an active Reserve status are eligible for this award. The ribbon may be awarded retroactively to those personnel who were credited with successful completion of an overseas tour before 1 August 1981, provided they had an RA status as defined above on or after 1 August 1981. 2. The ASR was established by the SECARMY on 10 April 1981. It is awarded to Soldiers of the U.S. Army for successful completion of initial entry training. Effective 1 August 1981, all members of the RA, ARNG, and USAR in an active Reserve status are eligible for this award. The ribbon may be awarded retroactively to those personnel who completed the required training before 1 August 1981, provided they had an RA status as defined above on or after 1 August 1981. 3. The DD Form 214 is a summary of a Soldier's most recent period of continuous active duty. It provides a brief, clear-cut record of active duty service at the time of release from active duty, retirement, or discharge, and is not intended to have any legal effect on termination of a Soldier's service. Army Regulation 635-8 (Separation Processing and Documents) provides detailed instructions for data required in each block of the DD Form 214, and states in block 13 (Decorations, Medals, Badges, Citations, and Campaign Ribbons Awarded or Authorized) to list all federally recognized awards and decorations for all periods of service. Do not use abbreviations. Do not enter foreign or State level awards on DD Form 214.
