The applicant did not file within the three-year time frame provided in Title 10, U.S. Code, section 1552(b); however, the Army Board for Correction of Military Records (ABCMR) conducted a substantive review of this case and determined it is in the interest of justice to excuse the applicant's failure to timely file. 2. The applicant states she served during Operations Desert Shield and Desert Storm but this service was not recorded on her DD Form 214. 3. The applicant enlisted in the Regular Army on 16 March 1988. She was awarded military occupational specialty 46R (Broadcast Journalist) upon completion of initial entry training. 4. The applicant's DA Form 2-1 (Personnel Qualification Records – Part II) shows in: * item 5 (Oversea Service), she served in Turkey from 11 November 1988 to 28 May 1991 * item 27 (Remarks), the entry "duty in imminent danger pay area (Turkey) 6 February 1991 to 27 May 1991" * she was assigned to the "ABS (Turkey)" from 21 November 1988 to 27 May 1991 5. The applicant was released from active duty on 30 June 1992. Her DD Form 214 shows she was awarded or authorized the: * Sharpshooter Marksmanship Qualification Badge with Rifle Bar * Sharpshooter Marksmanship Qualification Badge with Grenade Bar * Army Service Ribbon * National Defense Service Medal * Army Good Conduct Medal * Overseas Service Ribbon 6. The applicant's DD Form 214 does not show service in support of Operations Desert Shield/Storm. 7. The Defense Manpower Data Center compiled the Desert Shield/Storm Data Base. The applicant's name was not located on this data base. 8. The applicant provided a certificate showing she was awarded the Air Force Achievement Medal for outstanding achievement during the period 15 January to 30 March 1991. The citation on the certificate reads as follows: [The applicant] distinguished herself by outstanding achievement as Broadcast Journalist, Detachment 5, Air Force European Broadcasting Squadron, 39th Tactical Group, Incirlik Air Base, Turkey. [The applicant] provided critical news coverage of war-time visits to Incirlik by Turkish President Turgut Ozal, California Congressman Michael Dornan, and Major General Gerald Daniel, with completely professional results. [The applicant] worked extra hours covering the varied mission of troops at Incirlik during Operation DESERT STORM, resulting in improved morale among deployed and permanent party personnel. The distinctive accomplishments of [the applicant] reflect credit upon herself, the United States Air Force and the United States Army. 9. The Air Force Achievement Medal is not shown on the applicant's DD Form 214. BOARD DISCUSSION: 1. The Board noted the applicant performed duty in an imminent danger pay area (Turkey) from 6 February 1991 to 27 May 1991 and her Air Force Achievement Medal certificate confirms that her service was at least partially in support of Operation Desert Storm. The Board determined her period of imminent danger pay in Turkey should be added to the Remarks block of her DD Form 214. 2. The Board further determined the applicant met the criteria for the Southwest Asia Service Medal with two bronze service stars, the Kuwait Liberation Medal (Kuwait), and the Kuwait Liberation Medal (Saudi Arabia), which should be added to her DD Form 214. 3. The applicant was awarded the Air Force Achievement Medal, which is not listed on her DD Form 214. The Board determined this medal should be added to her DD Form 214. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding to her DD Form 214 in: * Item 13 – Air Force Achievement Medal, Southwest Asia Service Medal with two bronze service stars, Kuwait Liberation Medal (Kuwait), and Kuwait Liberation Medal (Saudi Arabia) * Item 18 – "Service in an imminent danger pay area (Turkey) from 6 February 1991 to 27 May 1991" I certify that herein is recorded the true and complete record of the proceedings of the Army Board for Correction of Military Records in this case. REFERENCES: 1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within three years after discovery of the alleged error or injustice. This provision of law also allows the ABCMR to excuse an applicant's failure to timely file within the three-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. 2. Army Regulation 635-5 (Separation Documents), in effect during the applicant's active duty service, prescribed the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. It provided standardized policy for preparation of the DD Form 214 and states that in block 18 of the DD Form 214, for an active duty Soldier deployed to a foreign country with his or her unit during their continuous period of active service, enter the statement "SERVICE IN (name of country deployed) FROM (inclusive dates for example, YYYYMMDD-YYYYMMDD)." 3. Army Regulation 600-8-22 (Military Awards) states: a. The Southwest Asia Service Medal is awarded to members of the Armed Forces of the United States who participated in Operations Desert Shield/Desert Storm in the designated area on or after 2 August 1990. Members serving in Turkey between 17 January 1991 and 11 April 1991 are also eligible for this award provided they were under the command of U.S. Central Command or were directly supporting military operations in the combat theater. A bronze service star is authorized for wear with this medal for participation in each credited campaign. Approved designated campaigns are: * Defense of Saudi Arabia (2 August 1990 to 16 January 1991) * Liberation and Defense of Kuwait (17 January to 11 April 1991) * Cease-Fire Campaign (12 April 1991 to 30 November 1995) b. The Kuwait Liberation Medal awarded by the Kingdom of Saudi Arabia was approved on 3 January 1992 and is awarded to members of the Armed Forces of the United States who participated in the Persian Gulf War between 17 January 1991 and 28 February 1991. c.
