The applicant did not file within the three year time frame provided in Title 10, United States Code, section 1552(b); however, the ABCMR conducted a substantive review of this case and determined it is in the interest of justice to excuse the applicant's failure to timely file. 2. The applicant states he completed the Jumpmaster Course with Special Forces and would like to recognize the dedication of his service as a Ranger with the completion of the Jumpmaster Course. 3. A review of the applicant’s service records show: a. He enlisted in the Regular Army on 1 March 1979. b. He completed the Special Forces Jumpmaster Course from 15-26 March 1982. c. Permanent Orders 7-3, published by Headquarters, 24th Infantry Division (Mechanized) and Fort Stewart on 11 January 1983 awarded the applicant the Senior Parachutist Badge. d. Item 9 (Awards, Decorations, and Campaigns) of his DA Form 2-1 shows he was awarded the: * Army Service Ribbon * Parachutist Badge * Expert Infantryman Badge * Ranger Tab * Good Conduct Medal * Sharpshooter Marksmanship Qualification Badge with Rifle Bar * Marksman Marksmanship Qualification Badge with Grenade Bar e. Item 17 (Civilian Education and Military School) of his DA Form 2-1 shows: * Infantryman Course, 12 weeks, 1979 * Basic Airborne Course, 3 weeks, 1979 * Ranger Course, 8 weeks, 1980 * Special Course Jump Master Course, 2 weeks, 1982 * Primary Non-Commissioned Officer Course, 4 weeks, 1982 f. The applicant was honorably released from active duty on 28 February 1983. His DD Form 214 shows he completed 4 years of active service. Block 14 (Military Education) does not list any training or schooling. 4. By regulation, in item 14 of the DD Form 214, list formal in-service (full-time attendance) training courses successfully completed during the period of service covered by title, length in weeks, and month and year completed. BOARD DISCUSSION: After reviewing the application and all supporting documents, the Board found that relief was warranted. Board members noted that the applicant completed the Special Forces Jumpmaster Course from 15-26 March 1982. Board members voted to grant relief by adding this course to his DD Form 214. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding to item 14 of his DD Form 214 the entry "Jumpmaster Course, 2 weeks, 1982" in addition to the corrections addressed in Administrative Note(s) below, I certify that herein is recorded the true and complete record of the proceedings of the Army Board for Correction of Military Records in this case. ADMINISTRATIVE NOTE(S): A review of the applicant’s records show his DD Form 214 omitted administrative entries in item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized). As a result, amend the DD Form 214 by * deleting “Parachute Badge” and adding “Senior Parachutist Badge” * Adding Marksman Marksmanship Qualification Badge with Grenade Bar REFERENCES: 1. Title 10, United States Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the ABCMR to excuse an applicant's failure to timely file within the 3 year statute of limitations if the Army Board for Correction of Military Records (ABCMR) determines it would be in the interest of justice to do so. 2. Army Regulation 635-5 (Personnel Separations – Separation Documents), in effect at the time, prescribes the separation documents which are prepared for individuals upon retirement, discharge, or release from active military service or control of the Army.
