IN THE CASE OF: BOARD DATE: 20 April 2021 DOCKET NUMBER: AR20200010315 APPLICANT REQUESTS: reconsideration of his previous request to correct item 23a (Specialty Number and Title) of his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) for the period ending 27 March 1969 to show his military occupational specialty (MOS) as 88M (Tractor Trailer Driver). Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20070010866 on 20 December 2007. 2. The applicant states: a. He was employed by Roadway Trucking Company prior to being drafted into the Army. Once he finished basic combat training, he was sent to Fort Lee, VA, where he attended petroleum school. After completing training, he drove tankers and trailers. He was stationed at Fort Lee, VA, for 3 to 6 months. b. After Fort Lee, he was transferred to Fort Bragg, NC. He was originally assigned to the 147th Field Service Company, but after a month and because no one knew his MOS, he was reassigned to the 442d Transportation Company where he drove tankers and 5-ton trucks. He deployed to Vietnam where he ran convoys all day, every day. c. He requests correction of his DD Form 214 to show his MOS as 88M. There was no MOS 43K (Canvas and Web Repairman) because the tents were shipped in. They did not make tents. If the Army did make tents, he never performed that MOS. d. He did not pay attention to his MOS when he was discharged because he was excited to be leaving the Army. He has records and certifications to prove it all, but he has been through three divorces and three subsequent relocations. The documents have been misplaced. 3. Item 22 (MOSs) of his DA Form 20 shows his primary MOS as 43K2O effective 9 August 1966. 4. Item 27 (Military Education) of his DA Form 20 shows he completed the 7-week Canvas and Web Equipment Repairman Course at the Quartermaster School, Fort Lee, VA, in 1967. 5. Item 38 (Record of Assignments) of his DA Form 20 shows he served exclusively in MOS 43K from 21 December 1966 through 21 March 1969. 6. The following orders show the applicant’s MOS as 43K2O: * Headquarters, U.S. Army Quartermaster Center and Fort Lee, Special Orders Number 37, 14 February 1967, reassigning him to Fort Bragg, NC * 226th Light Equipment Maintenance Company (General Support) Unit Orders Number 96, 30 November 1967, promoting him to private first class * Headquarters, U.S. Army Support Command Cam Ranh Bay, Special Orders Number 86, 27 March 1969, releasing him from active duty 7. On 27 March 1969, he was honorably released from active duty. Item 23a of his DD Form 214 shows his MOS as 43K2O. 8. On 20 December 2007, the ABCMR denied his request for correction of his MOS. The Board determined the evidence presented did not demonstrate the existence of a probable error or injustice absent any evidence that he was ever awarded or served in a tractor trailer driver MOS. Two requests for reconsideration (AR20080002422, 30 April 2008, and AR20100012836, 16 September 2010) were administratively closed without Board action. BOARD DISCUSSION: 1. After reviewing the application and all supporting documents, the Board found that relief was not warranted. 2. The Board carefully considered the applicant’s request, supporting documents and evidence in the records. The Board considered the applicant’s statement, his record of service to include service in Vietnam, his MOS training, award of MOS 43K and duty assignments as a 43K. The Board found insufficient evidence that the applicant was awarded the requested MOS during his period of service. Based on a preponderance of evidence, the Board determined that the MOS entries reflected on the applicant’s DD Form 214 was not in error or unjust. REFERENCES: Army Regulation 635-5 (Separation Documents), in effect at the time, prescribed the separation documents that must be prepared for Soldiers upon retirement, discharge, or release from active duty service or control of the Active Army. It established standardized policy for preparing and distributing the DD Form 214. The general instructions stated all available records would be used as a basis for the preparation of DD Form 214, including the DA Form 20 and orders.
