APPLICANT'S SUPPORTING DOCUMENTS CONSIDERED BY THE BOARD: * DD Form 149 (Application for Correction of Military Record) * Orders: ST-163-0008, dated 12 June 2018 * Orders: ST-163-0008 (A1), dated 6 August 2018 * Order Number: ST-163-0008 (N) * DD Form 214 FACTS: 1. The applicant states, in effect, she has documents proving she was overseas and believes her unit failed to place all of her information correctly in her records prior to the expiration of her term of service and creation of her DD Form 214. 2. The applicant enlisted in the Regular Army on 6 October 2014. 3. Her record contains a DA Form 638 (Recommendation for Award) showing a recommendation to award the applicant the Army Achievement Medal was approved for the period 31 July 2018 to 21 April 2019. The achievements cited on page 1 of the DA Form 638 reference her contributions to construction projects in Afghanistan and Kuwait. 3. On 5 August 2020, she was honorably released from active duty upon the completion of her required active service and transferred to the U.S. Army Reserve Control Group (Reinforcement). She completed 5 years and 10 days of net active service during this period. On her DD Form 214 Block 12f (Foreign Service) contains the entry "0000 00 00." Block 18 (Remarks) does not indicate that she deployed overseas. This form further shows she was awarded or authorized the: * Army Achievement Medal * Army Good Conduct Medal * National Defense Service Medal * Army Service Ribbon 4. During the processing of this case, the Defense Finance and Accounting Service (DFAS) reviewed her Master Military Pay Account which shows she received hostile fire pay/imminent danger pay and combat zone tax exclusion for service in Afghanistan from 14 October to 30 November 2018 (a period of 1 month and 18 days). DFAS records do not show she served in Kuwait. (Note: Effective 1 June 2014, Kuwait was removed from the list of countries for which imminent danger pay was authorized, and therefore DFAS will not have a record of service in Kuwait after the effective date.) 5. The applicant provides: a. Temporary Change of Station (TCS) orders not to exceed 280 days which authorized her deployment to Kuwait in support of Operation Enduring Freedom (OEF) (Spartan Shield) with a proceed date of 16 July 2018. b. Amendment to the TCS order to also perform duty in Afghanistan. c. North Atlantic Treaty Organization Travel Order authorizing her to travel from the United States to numerous countries, none of which were Kuwait or Afghanistan, departing 16 July 2018, with a probable return date of 21 April 2019. 6. Army Regulation 635-8 (Separation and Processing and Documents), establishes the standardized policy for preparing and distributing the DD Form 214. Chapter 5 contains guidance on the preparation of the DD Form 214. It states for: * block 12f enter the total amount of foreign service completed during the period covered by the DD Form 214 * block 18 (Remarks) for an active duty Soldier deployed with his or her unit during their continuous period of active service, the statement "Service in (Name of Country Deployed) From YYYYMMDD - YYYYMMDD)" BOARD DISCUSSION: 1. After reviewing the application and all supporting documents, the Board found relief is warranted. 2. The Board found the evidence confirms the applicant's deployment to Kuwait and Afghanistan during the period 31 July 2018 to 21 April 2019. The Board determined her DD Form 214 should be corrected to reflect the deployment. The Board concurred with the corrections described in Administrative Note(s) below. Army Regulation 600-8-22 (Military Awards) states: a. The Global War on Terrorism Service Medal is authorized for award to members of the Armed Forces of the United States who participated in Global War on Terrorism operations outside of the areas of eligibility designated for award of the Global War on Terrorism Expeditionary Medal, Afghanistan Campaign Medal, or Iraq Campaign Medal. All Soldiers on active duty on or after 11 September 2001 to a date to be determined having served 30 consecutive or 60 nonconsecutive days are authorized the Global War on Terrorism Service Medal. b. The Afghanistan Campaign Medal is awarded to members who have served in direct support of OEF. The area of eligibility encompasses all the land area of the country of Afghanistan and all air spaces above the land area. The period of eligibility is on or after 11 September 2001 to 31 December 2014, and Operation Freedom Sentinel from 15 January 2015, to a future date to be determined by the Secretary of Defense or the cessation of OEF. A bronze service star is authorized for wear with this medal for participation in each credited campaign. The approved designated Afghanistan campaign is Transition II (1 January 2015 to a date to be determined). 2. Army Regulation 15-185 (Army Board for Correction of Military Records (ABCMR)) prescribes the policies and procedures for correction of military records by the Secretary of the Army, acting through the ABCMR. The ABCMR considers individual applications that are properly brought before it. The ABCMR will decide cases on the evidence of record. It is not an investigative body.
