The applicant states he graduated on 1 February 2018 and obtained national certification from the National Commission on Certification of Physician Assistants (NCCPA) on 1 February 2018. When William Beaumont Army Medical Center processed his special pay they did not process HPOIP. A contract was completed on 8 February 2019 and approved in April 2019. He received back pay from 8 February 2019. He has been receiving his HPOBCP but did not start receiving HPOIP until a year later. 2. A review of the applicant's official records shows: a. DA Form 5074 (Record of Award of Entry Grade Credit (Health Services Officers)) shows the applicant attended the University from 9 August 2015 through 2 February 2018 and was awarded a Master's of Science in Physician Assistant. b. On 2 February 2018, the applicant was appointed as a Regular Army commissioned officer and executed an oath of office. c. The applicant's records are void of a request for HPOIP for the requested period. d. The applicant remains on active duty. 3. The applicant provides: a. Application for clinical privileges showing he was a credentialed provider in the Army Medical Specialist Corps b. Memorandum, Subject: Request for HPOIP showing a request for HPOIP to begin on 8 February 2019 in the amount of $5,000.00 a year to be prorated monthly in Area of Concentration (AOC) 65D (Physician Assistant). The request is not endorsed by the applicant or senior commander. c. Memorandum, Subject: Request for HPOBCP showing a request for HPOBCP to begin on 15 February 2018 in the amount of $6,000.00 a year to be prorated monthly in AOC 65D. The request is not endorsed by the applicant or senior commander. d. Driver license and Uniform Services identification card for the applicant. e. National Commission on Certification of Physician Assistants Certificate showing the applicant was a certified Physician Assistant. f. University Graduate Certificate showing the applicant completed the program of study on 15 December 2017. 4. On 24 November 2021, in the processing of this case an advisory opinion was obtained from the Office of the Surgeon General, Chief Army Medical Department Special Pay Branch who opined in pertinent part, a review of supporting documentation, special pay and finance data indicates the HPOIP effective date criteria is the latter date of qualifying training plus three months or date of privileging. The applicant completed qualifying training was 15 December 2017. The date he was privileged to practice was 24 June 2018. As such, he is eligible for, but did not receive payment for the period 24 June 2018-7 February 2019. Per above discussion, the applicant is eligible for HPOIP for payment for the period 24 June 2018-7 February 2019. Approximate payment equates to $3,097.06 and exact arrears compensation is to be determined by the Defense Finance and Accounting Service-IN. 5. On 29 November 2021, the applicant was provided a copy of the advisory opinion for comment. He has not responded. BOARD DISCUSSION: After reviewing the application, all supporting documents, and the evidence found within the military record, the Board found that relief was warranted. The Board carefully considered applicant’s contentions, military record, and regulatory guidance. The Board reviewed the Office of the Surgeon General advisory opinion and found that the applicant met all contractual requirements and otherwise eligible for Health Professions Officer Incentive Pay (HPOIP). Based on the preponderance of evidence available for review, the Board determined the evidence presented sufficient to warrant a recommendation for relief.
