The applicant did not file within the 3-year time frame provided in Title 10, United States Code, section 1552(b); however, the Army Board for Correction of Military Records (ABCMR) conducted a substantive review of this case and determined it is in the interest of justice to excuse the applicant's failure to timely file. 2. The applicant states his DD Form 214 has an incorrect SSN listed and he needs it corrected. His correct SSN is and not 3. The applicant was inducted into the Army of the United States on 18 January 1955. His DD Form 47 (Record of Induction) contains a service number, and does not list his SSN. 4. A DA Form 873 (Certificate of Clearance and/or Security Determination), dated 29 August 1955, likewise only contains a service number, which matches that on his DD Form 47, and does not list the applicant’s SSN. 5. The applicant was honorably released from active duty on 17 January 1957, after 2 years of net active service, and transferred to the U.S. Army Reserve (USAR). Item 2 (Service Number) on his DD Form 214 matches the service number listed in the applicant’s two previously discussed service documents. Item 32 (Remarks) lists the applicant’s SSN as 6. XV U.S. Army Corps Letter Order S01-2045, dated 28 December 1962, honorably discharged the applicant from the USAR and removed him from the Standby Reserve effective 31 December 1962. The Letter Order lists the applicant’s service number, as listed on the above-referenced service documents, and does not list his SSN. 7. Aside from the applicant’s DD Form 214, there are no other documents in his available service records reflecting his SSN. 8. The applicant provided a copy of his social security card, which shows his SSN to be BOARD DISCUSSION: After reviewing the application and all supporting documents, the Board found that relief was not warranted. Based on the period of the applicant’s service, the Department of the Army was phasing out the use of service numbers in lieu of Social Security Numbers. As his record is void any evidence of the SSN reflected on the provided documentation and consistently reflects his assigned service number, the Board found no error which warranted correction. Army Regulation 635-5 (Administrative Separation Procedures and Forms), in effect at the time, prescribed the separation documents that must be prepared for Soldiers at the time of retirement, discharge, or release from active duty service or control of the Active Army. It established standardized policy for preparing and distributing the DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge).
