Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20200008409 on 8 April 2021. 2. The applicant states the requested courses are missing from his DD Form 214. 3. A review of the applicant’s available service records reflects the following: a. He enlisted in the Army National Guard (ARNG) on 3 January 2002. He entered active duty for training from 19 August to 13 November 2003 and completed training for award of military occupational specialty 74D (Chemical Operations Specialist). b. He entered active duty on 30 June 2006. He served in Iraq from 12 August 2006 to 31 March 2007. He was honorably released from active duty on 1 June 2007 and transferred back to the control of the ARNG. His DD Form 214 shows in: (1) Block 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized): . Army Achievement Medal . National Defense Service Medal . Global War on Terrorism Service Medal . Iraq Campaign Medal . NCO Professional Development Ribbon . Army Service Ribbon . Armed Forces Reserve Medal with M Device (2) Block 14 (Military Education) None. c. He was honorably separated from the ARNG on 13 February 2008. He was issued an NGB Form 22 (Report of Separation and Record of Service) that captured his 6 years, 1 month, and 11 days of service within the ARNG. d. On 12 June 2009, he was issued his first DD Form 215 that deleted the Iraq Campaign Medal and added the Iraq Campaign Medal with one bronze service star. e. On 24 August 2008, he was issued his second DD Form 215 that added the Combat Action Badge. 4. On 8 April 2021, the Board considered his petition to add the following courses/training: . Airborne Course . Pathfinder Course . Tactical Combat Casualty Care Course . Special Mission Radio Systems Course . Antiterrorism Level 1 Awareness Training . Basic Combat Training (BCT) . Chemical Reconnaissance Detachment Ranger Course 5. The Board determined the evidence presented warranted partial relief. As a result, the Board recommended his records be corrected as follows: . Block 13, add Parachutist Badge and Pathfinder Badge . Block 14, add Airborne Course 3 weeks, 2005; and Pathfinder Course 3 weeks, 2007 6. The Board further determined the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of the part that pertains to adding Antiterrorism Level 1 Awareness Training, Special Mission Radio Systems Course, and Tactical Combat Casualty Care Course to his DD Form 214. 7. As a result of the Board’s decision, his DD Form 214 and both of his DD Forms 215 were voided. He was re-issued a new DD Form 214 that shows in: a. Block 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized): . Army Achievement Medal . Army Reserve Component Achievement Medal with 1 bronze oak leaf cluster . Block 14 (Military Education) Airborne Course 3 weeks, 2005; and Pathfinder Course 3 weeks, 2007. 8. On 28 February 2018, he was issued another DD Form 215 that corrected his re­issued DD Form 214 to add the Humanitarian Service Medal. 9. The applicant provides: . Diploma, shows he completed the 3-week Airborne Course on 24 June 2005 . Diploma shows he completed Chemical Reconnaissance Detachment Ranger Course, 2 November 2005. [Unknown duration] (outside period covered by 214) . Diploma shows he completed the Tactical Combat Casualty Care Course, from 11 to 13 June 2006 10. By regulation (AR 635-5): . Block 13, List awards and decorations for all periods of service. Each entry will be verified by the soldier's records . Block 14, From Enlisted Record Brief, list formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214. Include title, length in weeks, and year completed 11. The Board erred in the previous Record of Proceeding in that his DD Form 214 covered the period the 30 June 2006 to 1 June 2007. . He completed the Airborne Course on 24 June 2005; this course was not completed during the period covered by the DD Form 214 . He completed Tactical Combat Casualty Care Course, from 11 to 13 June 2006; this course was not completed during the period covered by the DD Form 214 12. Notwithstanding the foregoing, it is the general policy of the Board not to cause an applicant to be worse off than he or she would have been had the Board not acted in the case. BOARD DISCUSSION: After reviewing the application, all supporting documents, and the evidence found within the military record, the Board found that relief was not warranted. The applicant’s contentions, the military record, and regulatory guidance were carefully considered. The governing regulation provides that the DD Form 214 is a summary of the Soldier's most recent period of continuous active duty. The applicant is advised the DD Form 214 reflects conditions as they existed during his period of active service. One possible outcome was to provide relief based upon the evidence presented. However, the Board noted the applicant’s request included awards/decorations granted outside of the active service period. For that reason, the Board recommended that denying the requested relief was appropriate. REFERENCES: Army Regulation 635-5 (Separation Documents), in effect at the time, prescribed the separation documents that must be prepared for Soldiers upon retirement, discharge, or release from active duty service or control of the Active Army. It established standardized policy for preparing and distributing the DD Form 214. The DD Form 214 is a summary of the Soldier's most recent period of continuous active duty. It provides a brief, clear-cut record of all current active, prior active, and prior inactive duty service at the time of release from active duty, retirement, or discharge. The information entered thereon reflects the conditions as they existed at the time of separation. a. Block 13, List awards and decorations for all periods of service in the priority sequence specified in AR 600-8-22. Each entry will be verified by the soldier's records. Do not use abbreviations. b. Block 14, From Enlisted Record Brief, list formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214. Include title, length in weeks, and year completed. This information is to assist the soldier in job placement and counseling; therefore, do not list training courses for combat skills. When in doubt, refer to the course description in DA Pam 351-4 to determine its usefulness to the soldier after transitioning from the Army. //NOTHING FOLLOWS//
