The applicant states in pertinent part she completed drills for points only and was unaware of how to submit proper documentation to receive credit for attending training. The documentation was sent to the U.S. Army Human Resources Command (HRC) for updating, but only Fiscal Year 2022 (FY22) was corrected. She was informed to submit this application for correcting FY20 and FY21 retirement points. 2. A review of the applicant's available service record reflects the following: a. On 18 October 2012, she enlisted in the Regular Army and continued service through reenlistments. b. On 26 June 2019, Headquarters, U.S. Army Garrison, Fort Bliss issued Orders Number 177-0575 reassigning her to the U.S. Army transition point for processing and release from active duty effective 1 October 2019. Assigned to U.S. Army Reserve (USAR) Control Group with terminal date of Reserve obligation of 25 April 2020. c. On 8 August 2019, Headquarters, U.S. Army Garrison, Fort Bliss issued Orders Number 220-0554 amending Orders Number 177-0575: (1) Assigned to USAR Control Group, additional instructions: e. You are not required to report physically to your assigned control group; however, you must keep them informed by mail of your current address. (2) To reflect Assigned to B Company, Military Intelligence Company, 377th Military Intelligence Battalion; additional instructions: e. You must report to your assigned unit no later than (NLT) 30 days following your separation date. c. DD form 214 (Certificate of Release or Discharge from Active Duty), ending on 1 October 2019 reflects honorable release from active duty for completion of required active service. She completed 6 years, 11 months, and 14 days. d. DA Form 5016 (Chronological Statement of Retirement Points) shows the applicant enlisted in the U.S. Army Reserve (USAR) on 2 October 2019. e. On 17 August 2022, Headquarters, 81st Readiness Division (USAR) issued: (1) Orders Number 22-229-00029 discharging her from the USAR, effective 1 October 2022. (2) Orders Number 22-229-00031 amended Orders Number 22-229-00029 amending the additional instructions to reflect: Additional Instructions: N/A. f. DA Form 5016 shows the applicant earned the following points: (1) Retirement year beginning on 2 October 2019 and ending on 25 April 2020, she earned 0 Inactive Duty (IDT) points, 9 membership points, 9 total points creditable. (2) Retirement year beginning on 26 April 2020 and ending on 25 April 2021, she earned 4 IDT points, 15 membership points, 19 total points creditable. (3) Retirement year beginning on 26 April 2021 and ending on 25 April 2022, she earned 23 IDT points, 15 membership points, 14 active duty points, 52 total points creditable. (4) Retirement year beginning on 26 April 2022 and ending on 30 September 2022, she earned 0 IDT points, 6 membership points, 14 active duty points, 20 total points creditable. 3. The applicant provides the following: a. Email correspondence pertaining to various training events while assigned to the USAR. b. Text message communication in support of her attendance for different training events while assigned to the USAR. c. Appointment notification as additional supporting evidence for her request for inclusion of retirement points. d. DA Forms 1380 dated 11 April 2022, showing the applicant completed training on 3 April 2022, for 4 hours, totaling 1 retirement point. e. DA Form 1380 dated 11 April 2022, showing the applicant completed training on 18 and 19 April 2020, for 8 hours each, totaling 4 retirement points. f. On 2 August 2022, the U.S. Army Reserve Command, Retirement Services Officer, provided an advisory recommending disapproval of the applicant's request stating the U.S. Army Reserve Command reviewed the applicant's Retirement Points Detail, Chronological Statement of Retirement Points, and DD Form 149 packet and determined she is not eligible to receive missing Inactive Duty (IDT) points from the DA Forms 1380 submitted. The applicant did not submit the original DA Forms 1380 and a certifying official signed years after the date of the performed duties. According to our records, the certifying official transferred to her unit on 8 May 2020 but signed that they witnessed the performed duties in 2019. Based on the information provided, we recommend she provide a memorandum for record from her battalion commander validating the duties performed to justify awarding the points in question. 5. On 18 September 2022, the applicant was provided with a copy of the advisory opinion to provide a response. As of 2 October 2022, she did not respond BOARD DISCUSSION: After reviewing the application, all supporting documents, and the evidence found within the military record, the Board found that relief was not warranted. The applicant’s contentions, the military record, and regulatory guidance were carefully considered. The applicant contends that she completed drills for points only and was unaware of how to submit proper documentation to receive credit for attending training. The Board reviewed and agreed with the USARC G-1 advisory official determination that she is not eligible to receive missing Inactive Duty (IDT) points from the DA Forms 1380 submitted because she did not submit the original DA Forms 1380 and a certifying official signed years after the date of the performed duties. According to the records, the certifying official transferred to her unit on 8 May 2020 but signed that they witnessed the performed duties in 2019. Based on the information provided, the Board agreed that relief is not warranted. The Board recommends she provides a memorandum for record from her battalion commander to the USARC G-1 validating the duties performed to justify awarding the points in question. ? REFERENCE: Army Regulation 140-185 (Training and Retirement Point Credits and Unit Level Strength Accounting Records), paragraph 3-3 (DA Form 1380) provides that the DA Form 1380 is utilized to record IDT performed by non-unit Soldiers under the jurisdiction of HRC who are attached for retirement points only to USAR Troop Program Units, Army National Guard units, or to another service or component for training. Only attached Soldiers are authorized to perform IDT with the exception of one annual physical health assessment each for medical and dental readiness when authorized by the command prior to the event. Non-unit Soldiers attached for retirement point credit to IMA detachments are reported on DA Form 1379 (U.S. Army Reserve Components Unit Record of Reserve Training) for those units. a. Nonpaid DA Forms 1380 will not be entered into ADARS and will be forwarded to HRC for award of retirement points no later than the end of each duty month. b. With regard to awarding of retirement points for IDT (Four-Hour Rule), Service Members will be awarded one point for each 4-hour period of IDT duty performed. Maximum of two points per calendar day applies to IDT duty. Duty must be 8 hours in duration to receive two points per day. c. Only attached Soldiers are authorized to perform IDT with the exception of one annual physical health assessment each for medical and dental readiness when authorized by the command prior to the event.
