IN THE CASE OF: BOARD DATE: 9 May 2023 DOCKET NUMBER: AR20220010402 APPLICANT REQUESTS: reconsideration of his previous request to correct item 3 (Social Security Number (SSN)) on his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show the SSN reflected on his social security card. APPLICANT'S SUPPORTING DOCUMENT(S) CONSIDERED BY THE BOARD: * DD Form 149 (Application for Correction of Military Record) * social security card * DD Form 214 FACTS: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20190001048 on 19 June 2020. 2. The applicant states he is requesting correction of the SSN on his DD Form 214. His SSN was incorrect while in the Army. This correction should be made for tax purposes and because it is the right thing to do. 3. The applicant’s DD Form 1966 series (Application for Enlistment – Armed Forces of the United States) shows the contested SSN. 4. The applicant enlisted in the Regular Army on 2 June 1978. All available records reflect the contested SSN. 5. On 14 November 1980, the applicant was discharged. His DD Form 214 shows the contested SSN. 6. The applicant provided his social security card which shows the requested SSN. 7. In his previous request (AR20190001048) on 19 June 2020, after reviewing the application and all supporting documents, the Board found insufficient evidence in the records of the requested SSN and, at the time, the applicant had provided no evidence from the Social Security Administration or other official sources of the requested SSN. 8. Army Regulation 635-5 (Separation Documents) states the DD Form 214 is a summary of the Soldier's most recent period of continuous active duty. It provides a brief, clear-cut record of all current active, prior active, and prior inactive duty service at the time of release from active duty, retirement, or discharge. The information entered thereon reflects the conditions as they existed at the time of separation. BOARD DISCUSSION: After reviewing the application, all supporting documents, and the evidence found within the military record, the Board found that relief was not warranted. The applicant’s contentions, the military record, and regulatory guidance were carefully considered. The evidence of record shows the applicant used the contested SSN during his entire period of service. There is no evidence he used the requested SSN during his military service. The Board agreed that there was insufficient evidence to change the SSN on the DD Form 214. The Army has an interest in maintaining the integrity of its records for historical purposes. The information in those records must reflect the conditions and circumstances that existed at the time the records were created, unless there is sufficient evidence that shows a material error or injustice. ? BOARD VOTE: Mbr 1 Mbr 2 Mbr 3 : : : GRANT FULL RELIEF : : : GRANT PARTIAL RELIEF : : : GRANT FORMAL HEARING :X :X :X DENY APPLICATION BOARD DETERMINATION/RECOMMENDATION: The evidence presented does not demonstrate the existence of a probable error or injustice. Therefore, the Board determined the overall merits of this case are insufficient as a basis to amend the decision of the ABCMR set forth in Docket Number AR20190001048 on 19 June 2020. I certify that herein is recorded the true and complete record of the proceedings of the Army Board for Correction of Military Records in this case.
