The applicant states he joined the Army through the Military and Entrance Processing Station (MEPS) in Cleveland, OH. He provided his correct address on the DD Form 1966 as evidenced in Block 3 and 4, as Houston, TX; however, he expressed concerns because the address was not listed correctly on the DD Form 4. He was told they could not process him through the Ohio MEPS without an Ohio address, he again felt the compelled to ensure his address was properly documented and listed the address on Block 34 of the DD Form 1966 (Recertification by Applicant and Correction of Data at the Time of Active Duty Entry). Despite his attempts to ensure his HOR was accurately listed, he was informed it did not matter and he could not be processed through the Ohio MEPS with a TX HOR. The applicant made attempts to correct it later, but was informed it would be challenging without statements from personnel that served at the MEPS at that time. He is hoping to have it corrected now to ensure he can take advantage of his retirement benefits in his HOR. The applicant s full statement is available for review by the Board. 2. The applicant provides: a. The below listed records to be referenced in the service record: * DD Form 4 (Enlistment/Reenlistment Document) dated 13 June 2002 * DD Form 1966 (Record of Military Processing) dated 13 June 2002 b. A document with copies of his identification cards which include his social security card, Texas driver s license, and a certification of birth. c. The applicant s college transcripts: * Texas Tech University for Bachelor of Arts awarded 9 May 1998 * Bowling Green State University graduate studies from 2000-2002 3. A review of the applicant s service record shows: a. He enlisted in the Regular Army on 13 June 2002. The DD Form 4 (Enlistment/Reenlistment Document) lists in Block 3 (Home of Record) XXXX Second Street Apt X, Bowling Green, OH. b. His DD Form 1966 was also included in his service record. The applicant did list his current address (Block 3) and home of record address (Block 4) as Houston, TX. Additionally, in Section V (Recertification), the applicant indicated items 3 & 4 required changes and updated the addresses to reflect an address in Houston, TX. c. His Enlisted Record Brief listed his Home of Record as Bowling Green, OH and his mailing address as Fort Hood, TX. d. Orders 276-0175, dated 32 October 2022, retired the applicant from active duty with an effective date of retirement of 1 March 2023. e. He was retired from active duty on 1 March 2023. His DD Form 214 (Certificate of Release or Discharge from Active Duty) shows he completed 20 years, 8 months, and 18 days of active service. Block 4b (Home of Record at Time of Entry) shows XXXX Second Street Apt X, Bowling Green, OH. 4. By regulation (AR 635-8), currently in effect, states the DD Form 214 is a summary of the Soldier's most recent period of continuous active duty. It provides a brief, clear- cut record of all current active, prior active, and prior inactive duty service at the time of release from active duty, retirement, or discharge. The information entered thereon reflects the conditions as they existed at the time of separation. Block 7b (Home of Record) states a Soldier s initial enlistment contract or appointment document is the source for this data, or any correction approved by US Army Human Resources Command (HRC). List the street address, city, state and zip code listed as the Soldier s home of record. Home of record is the place recorded as the home of record of the Soldier when commissioned, appointed, enlisted or ordered to a tour of active duty. BOARD DISCUSSION: After reviewing the application, all supporting documents, and the evidence found within the military record, the Board found that relief was warranted. The applicant's contentions, the military record, and regulatory guidance were carefully considered. The Army has an interest in maintaining the integrity of its records for historical purposes. The information in those records must reflect the conditions and circumstances that existed at the time the records were created. Evidence of record shows the applicant documented multiple times during his enlistment his home of record was Houston, TX. Based upon a preponderance of the evidence, the Board determined there is sufficient evidence to grant relief. The Joint Federal Travel Regulation provides that the HOR is the place recorded as the home of the individual at the time of enlistment or induction. There is no authority to change the HOR as officially recorded at time of entry into the military service. However, there is authority to correct an HOR if erroneously entered on the records at that time and then only for travel and transportation purposes. Correction of the HOR must be based on evidence that a bona fide error was made and the HOR as corrected must have been the actual home of the individual at the time of entry into the relevant period of service.
