A review of the applicant's record shows the Army Good Conduct Medal is already resident on the applicant's DD Form 214; therefore, this portion of his request will not be addressed by the Board. Additionally, this review shows the Korea Defense Service Medal and the Global War on Terrorism Service Medal are missing from his DD Form 214; these awards will be administratively added to his DD Form 214 without action by the Board. 2. The applicant enlisted in the Regular Army on 25 June 2018. 3. The applicant provides: * Certificate, Army Professional and Soldier for Life, 6 September 2018 * 2 Certificates of Training, M1A2 Abrams Tank Systems Maintainer, Class 18-503A, 22 January 2019 * Certificate of Affiliation, U.S. Army Ordnance Corps, Undated 4. His Official Military Personnel File contains: a. Orders: BL-038-0008, U.S. Army Installation Management Command, 7 February 2019, which ordered him to deploy as a member of a non-contingency temporary duty (TDY) operation in support of the Korea Rotational Force in a Field Duty Status not to exceed 140 days. The applicant was to proceed on or about 1 March 2019. b. Orders: BL-060-0025, U.S. Army Installation Management Command, 1 March 2019, which awarded him Assignment Incentive Pay – Operational Deployment ($195.00), effective 1 March 2019 with terminating on 18 July 2019. 5. On 13 July 2021, he was discharged under other than honorable conditions in lieu of trial by court-martial. The DD Form 214 he was issued shows he completed 3 years and 19 days net active service this period with no time lost and no foreign service. The form further shows - a. He was awarded or authorized the- * Army Good Conduct Medal * National Defense Service Medal * Army Service Ribbon b. Block 14 states, "M1 Abrams Tank System Maintainer, 24 Weeks, 2018//Nothing Follows." 6. During the processing of this case, the Defense Finance and Accounting Service provided his Master Military Pay Account History as of 19 December 2019, which confirmed his Korea Rotational Force Field Duty Assignment Incentive Pay. 7. Army Regulation 635-8 (Separation and Processing and Documents), establishes the standardized policy for preparing and distributing the DD Form 214. Chapter 5 contains guidance on the preparation of the DD Form 214, to include entering awards, training, foreign service, and remarks pertaining to deployment locations and through dates. ? BOARD DISCUSSION: 1. After reviewing the application, all supporting documents, and the evidence found within the military record, the Board found that relief was not warranted. The Board carefully considered the applicant's record of service, documents submitted in support of the petition and executed a comprehensive and standard review based on law, policy and regulation. Upon review of the applicant’s petition and available military records, the Board determined the applicant’s DD form 214 for the period ending 13 July 2021 already reflects his awarded Army Good Conduct Medal and his M1Abrams Tank System Maintainer military education, requiring no action by the Board. However, the Board found the applicant did not meet the criteria for award of the overseas service ribbon, per regulatory guidance the applicant was in a TDY status and not on a normal overseas tour. Furthermore, there is not regulatory provisions to add the applicant’s certificates of affiliation, or Soldier for Life certificated to the DD Form 214. Therefore, the Board denied relief. 2. Prior to closing the case, the Board did note the analyst of record administrative notes below, and recommended the correction is completed to more accurately depict the military service of the applicant. Army Regulation 635-8, establishes the standardized policy for preparing and distributing the DD Form 214. Chapter 5 contains guidance on the preparation of the DD Form 214, to include entering foreign service and remarks pertaining to deployment locations and through dates: a. block 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) list all federally recognized awards and decorations for all periods of service. Do not use abbreviations. Do not enter foreign or State level awards on DD Form 214. State awards and decorations will be entered on National Guard Bureau Form 22 (National Guard Report of Separation and Record of Service) upon separation from the Army National Guard. b. block 14 list all formal, in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214 of at least 1 week or 40 hours duration. Include course title, length in weeks, and year completed. This information is to assist the Soldier in job placement and counseling; therefore, do not list training courses for combat skills. 2. Army Regulation 600-8-22 (Military Awards) prescribes Army policy, criteria, and administrative instructions concerning individual and unit military awards and states: a. The Korea Defense Service Medal is authorized for award to members of the Armed Forces of the United States who have served on active duty in support of the defense of the Republic of Korea. The period of eligibility is 28 July 1954 to a date to be determined by the Secretary of Defense. b. The Global War on Terrorism Service Medal is authorized for award to members of the Armed Forces of the United States who participated in Global War on Terrorism operations outside of the areas of eligibility designated for award of the Global War on Terrorism Expeditionary Medal, Afghanistan Campaign Medal, or Iraq Campaign Medal. All Soldiers on active duty on or after 11 September 2001 to a date to be determined having served 30 consecutive or 60 nonconsecutive days are authorized the Global War on Terrorism Service Medal. c. The Overseas Service Ribbon was established by the Secretary of the Army on 10 April 1981 and awarded to Servicemembers of the U.S. Army for successful completion of overseas tours. Effective 1 August 1981, all Servicemembers of the Active Army, Army National Guard, and U.S. Army Reserve in an active Reserve status are eligible for this award. The ribbon may be awarded retroactively to those personnel who were credited with a normal overseas tour completion before 1 August 1981 provided they had an Active Army status as defined above on or after 1 August 1981. Numerals will be used to denote second and subsequent awards of the Oversea Service Ribbon. d. There is no regulatory provisions of adding certificates of affiliation, or Soldier for Life certificated to the DD Form 214. 3. Army Regulation 614-30 (Overseas Service) Table 3-2 (Award Tour Credit and Adjustment of Date Eligible for Return from Overseas/Date Returned from Overseas) Rule 6 provides that a minimum of 11 cumulative months in a Temporary Change of Station/TDY status during any 24 month period in areas where the unaccompanied tour length is designated as 12 to 18 months, or in isolated areas where tour lengths have not been established by the Department of Defense. 4. Army Regulation 15-185 prescribes the policies and procedures for correction of military records by the Secretary of the Army, acting through the ABCMR. The ABCMR considers individual applications that are properly brought before it. The ABCMR will decide cases on the evidence of record. It is not an investigative body. The ABCMR begins its consideration of each case with the presumption of administrative regularity.
