Facts and Circumstances: Evidence of record shows that on 15 November 1990, Department of Defense, Military Processing Station, CRS 718, issued self-terminating Orders 216-013, ordering the applicant to report to Fort Jackson, SC, 29207, effective date: 26 February 1991. On 1 March 1991, Department of Army, Headquarters, US Army Training Center and Fort Jackson, Fort jackson, SC 29207, issued Orders 041-653, relieving the Soldier from Headquarters 120th Adjutant General battalion (Reception), Fort Jackson, SC 29207, and attached the Soldier to Company D, 1st Battalion, 34th Infantry Training Regiment, Fort Jackson, SC 29207, for the purpose of Basic Combat Training (BCT), with and effective date: 1 March 1991. On 28 March 1991, Department of Army, Headquarters, United States Army Training Center and Fort Jackson, Fort Jackson, SC 29207-5000, issued Orders 068-321, relieving the Soldier from Company D, 1st Battalion, 34th Infantry Regiment, 1st Basic Training Brigade, Fort Jackson, SC 29207-5000, and attached the Soldier to 1st Battalion Academy of Health Sciences, Fort Sam Houston, TX 78234, for the purpose of MOS training (71G), with an effective travel date: 26 April 1991. Legal Basis for Separation: Army Regulation 635-200, in effect at the time, set forth the basic authority for separation of enlisted personnel. Chapter 4 of that regulation provided, in pertinent part, for the separation of individuals at completion of required service (i.e., expiration term of service). c. Response to Issues, Recommendation and Rationale: After a careful review of all the applicant’s military records, and the issue she submitted, to include her supporting documents, the analyst found no mitigating factors that would merit an upgrade of the applicant's discharge. The analyst noted from the evidence of record that the applicant received an uncharacterized separation after completion of required active service. The separation authority ordered the applicant's discharge from active military duty after completion of required active service, with the description of service as uncharacterized. A soldier is in entry-level status for the first 180 days of continuous active duty. If a soldier is separated within the first 180 days of active service, the characterization of service will be uncharacterized. A fully honorable discharge may be granted only in cases which are clearly warranted by unusual circumstances involving outstanding personal conduct and/or performance of duty. The Analyst determined that no such unusual circumstances were present in the applicant’s record and his service did not warrant an honorable discharge. Therefore, the analyst determined that the narrative reason for discharge and the characterization of service were both proper and equitable. VII.
