REQUEST, ISSUES, BOARD TYPE, AND DECISION: The applicant requests an upgrade of her uncharacterized discharge to general, under honorable conditions. The applicant seeks relief contending, in effect, she was injured and discharged for failing the PT test. She was told that she could not reenlist because she received an uncharacterized discharge. The applicant would like an upgrade so that she can reenlist. In a records review conducted at Arlington, VA on 29 July 2016, and by a 5-0 vote, the Board denied the request upon finding the separation was both proper and equitable. However, notwithstanding the propriety of the applicant’s discharge, the Board found that the applicant’s DD Form 214, block 24, contains the erroneous character of service of uncharacterized. In view of the error, the Board directed an administrative correction to block 24, character of service to read "Honorable,” as approved by the separation authority. She demonstrated no indication of mTBI or PTSD that could be attributed to her time in service. She was mentally competent to understand and participate in any administrative actions which are deemed appropriate by the command. She was cleared to participate in administrative proceedings. Chapter 13 contains the policy and outlines the procedures for separating individuals for unsatisfactory performance, and provides, in pertinent part, commanders will separate a member under this Chapter when, in the commander's judgment, the member will not develop sufficiently to participate satisfactorily in further training and/or become a satisfactory Soldier. Army policy states a general, under honorable conditions discharge is normally considered appropriate; however, an honorable discharge may be granted in meritorious cases. 8. DISCUSSION OF FACT(S): The applicant requests an upgrade of her uncharacterized discharge to general, under honorable conditions. The applicant’s record of service, the issues and document submitted with his application were carefully reviewed. Notwithstanding the propriety of the applicant's discharge, someone in the discharge process erroneously entered on the applicant's DD Form 214, block 24, characterization of service as uncharacterized; however, the record of evidence indicates that the separation authority approved an honorable characterization of service. The discharge was consistent with the procedural and substantive requirements of the regulation, was within the discretion of the separation authority, and the applicant was provided full administrative due process. 9.
