The applicant seeks relief contending, in effect, box 23 of his DD 214 does not accurately state type of separation, currently states "drop from rolls of the Army." He was not dropped from the rolls of the Army. He was honorably discharged and completed the active and inactive portion of his contract. During his time in service he never had any UCMJ proceedings. In a records review conducted at Arlington, VA on 11 August 2017, and by a 5-0 vote, the Board denied the request upon finding the separation was both proper and equitable. However, notwithstanding the propriety of the applicant's discharge, the Board found that the applicant's DD Form 214, block 23 contains an erroneous entry. REGULATORY CITATION(S): Army Regulation 635-200 sets forth the basic authority for separation of enlisted personnel. Chapter 4 of the regulation provides, in pertinent part, for the separation of individuals upon completion of required service (i.e., expiration term of service). The characterization of service for Soldiers separated under the provisions of Chapter 4, AR 635-200 will be honorable unless the Soldier is in entry-level status. 8. DISCUSSION OF FACT(S): The applicant requests a change to block 23, type of separation. The applicant's available record of service, the issues and documents submitted with his application were carefully reviewed. The applicant seeks relief contending, box 23 of his DD 214 does not accurately state type of separation; it currently states "drop from rolls of the Army;" he was not dropped from the rolls of the Army; he was honorably discharged and completed the active and inactive portion of his contract; and during his time in service he never had any UCMJ proceedings. AR 635-5 prescribes the separation documents that must be prepared for Soldiers on retirement, discharge, release from active duty service, or control of the Active Army. Regulation in effect at the time of the applicant's discharge listed the appropriate terms to be entered in block 23 as; release from active duty, discharge, retirement, release form active duty and order to active duty in another status, release from ADT, release from custody and control of the Army and release form ADT and discharge from the Reserve of the Army and return to the ARNG. The discharge was consistent with the procedural and substantive requirements of the regulation, was within the discretion of the separation authority, and the applicant was provided full administrative due process. 9.
