In view of the error and in a records review conducted at Arlington, VA on 21 June 2017, and by a 5-0 vote, the Board voted to correct it and directed that an administrative change be made to block 24, character of service to "Honorable," as there is no documentary evidence of any derogatory information in the record, instead the applicant's performance was described as performing to the standard of excellence. Except for the foregoing modification to the applicant's characterization of service, the Board determined that the reason for separation was both proper and equitable and voted not to change it. The report shows superior ratings in all four demonstrated abilities listed. The conclusive comment was the applicant "excelled in every aspect of this course. Whether it was PT, sacred communications, writing assignments, or practical exercises. [The applicant] performed to a standard of excellence. POST SERVICE ACCOMPLISHMENTS: None provided with the application; however, the record shows her continued service in the Army National Guard. 7. REGULATORY CITATION(S): AR 600-8-24 prescribes the policies and procedures governing the transfer and discharge of Army officers. Chapter 2 outlines the rules and steps for the release from active duty (REFRAD) of Reserve Component (RC) officers and officers of the Army of the United States without specification of component, including those assigned to other than DA agencies. Paragraph 2-7 provides further rules for processing voluntary release from active duty due to expiration of active duty commitment. Characterization normally will be based on a pattern of behavior and duty performance rather than an isolated incident. However, there are circumstances in which conduct reflected by a single incident may provide the basis of characterization of service. An officer will normally receive an Honorable characterization of service when the quality of the officer's service has met the standards of acceptable conduct and performance of duty, or the final revocation of a security clearance under DODD 5200.2-R and AR 380-67 for reasons that do not involve acts of misconduct, for an officer. An officer will normally receive a general (under honorable conditions) characterization of service when the officer's military record is satisfactory but not sufficiently meritorious to warrant an honorable discharge. A separation under honorable conditions will normally be appropriate when an officer (1) submits an unqualified resignation or a request for REFRAD under circumstances involving misconduct, (2) is separated based on misconduct, including misconduct for which punishment was imposed, which renders the officer unsuitable for further service, unless an Under Other Than Honorable Conditions separation is appropriate, (3) is discharged for physical disability resulting from intentional misconduct or willful neglect, or which was incurred during a period of unauthorized absence, and (4) is discharged for the final revocation of a security clearance under DODD 5200.2-R and AR 380-67 as a result of an act or acts of misconduct, including misconduct for which punishment was imposed, unless a discharge Under Other Than Honorable Conditions is appropriate. 8. DISCUSSION OF FACT(S): The applicant requests an upgrade of her general (under honorable conditions) discharge to honorable. The applicant's available record of service and the issues and submitted with her application were carefully reviewed. Upon this review, it was determined that the applicant's characterization of service is an erroneous entry on her DD Form 214. The evidence of record shows that on 10 August 2009, State of Minnesota, Department of Military Affairs, Office of the Adjutant General, St. Paul, MN 55155-2098, issued Orders 222- 006, which ordered the applicant to active duty for training (ADT) and to report to Fort Jackson, SC, for the purpose of attending the Chaplain Basic Officer Phases 1-3 from approximately 13 September 2009 to 11 December 2009. The record contains a properly constituted DD Form 214 (Certificate of Release or Discharge from Active Duty), which was digitally authenticated by the applicant's signature. Her DD Form 214 indicates she was released from active duty training under the provisions of AR 600-8-24, Paragraph 2-7 by reason of completion of required active service, with service as general (under honorable conditions). Furthermore, the DD Form 214 shows a Separation Code of MBK (i.e., completion of required active service). Following completion of basic officer course, the applicant was released from active duty training, with an effective date of 12 December 2009, and transferred to the 134th BSB, 15000 Hwy 115, Little Falls, MN 56345. The available record of evidence shows that the applicant was never advised of the specific factors in the service record that warrants a general (under honorable conditions) characterization of service. There is no documentary evidence of any derogatory information in the service record. Instead, the record of evidence shows the applicant excelled in every aspect of the "Chaplain Basic Officer Leader 003-09," and her performance was further described as performing to a standard of excellence. The applicant contends there are erroneous entries on the active service for the chaplain course on her DD Form 214. However, the applicant's requested change to the DD Form 214 does not fall within the purview of this Board. The applicant may apply to the Army Board for Correction of Military Records (ABCMR), using the enclosed DD Form 149 regarding this matter. A DD Form 149 may also be obtained from a Veterans' Service Organization. The discharge was consistent with the procedural and substantive requirements of the regulation, was within the discretion of the separation authority; however, the applicant was not provided full administrative due process regarding the less than honorable characterization of her service. 9. BOARD DETERMINATION: Notwithstanding the propriety of the applicant's discharge, the Board found that someone in the discharge process erroneously entered on the applicant's DD Form 214, block 24, character of service as general (under honorable conditions).
