The applicant has supplied letters and a petition to show current contributions to society. The applicant does not dispute the events during the USCG service period, the applicant states that self reflection and time to improve their quality of life in the past 5 years merits an upgrade. Over 2006 to 2008, the applicant demonstrated an inability to control volatile behavior that led to assaults on their spouse and shipmates. Aside from the physical confrontations, the applicant also chose to withhold funds from the spouse's account and knowingly violated the MPO which escalated the already uneasy domestic affairs. At work, the applicant was also placed on performance probation for not qualifying as a standard boat crew member over a five month period in late 2007. In early 2008, the applicant received the 2nd NJP and was subsequently Discharged. The Board finds no issues with propriety or equity in this case. The Board recommends no relief.
