During a CGIS investigation, the applicant admitted to using the controlled substance Analog Spice on at least one occasion in 2011. Thereafter in the Spring of 2012, the command initiated action pursuant to policy to discharge the applicant. The applicant was given the opportunity to seek an attorney, submit a statement, while also objecting to the Discharge. One month later, the applicant's separation package was approved and the Discharge was effective. The Board finds no issues with propriety or equity in this case. The applicant offered no new evidence on his behalf to refute the findings of the discharge. Prior to the applicant's drug use in 2011, ALCOAST 605/10 was in place to specifically list Spice as an illegal drug, and usage of said substance would result in a Discharge from the service. Coast Guard policy prescribes no higher than a General, Under Honorable Conditions character of service for individuals separated as a result of violating the Coast Guard's drug policy. The Coast Guard has zero tolerance for drug abuse. The General, Under Honorable Conditions discharge is equitable. Propriety: Discharge was proper. Equity: Discharge was equitable.
