The applicant was referred to the clinic by the command due to below average work and unstable mental health. A psychiatrist concluded that while the career could be salvaged with leadership intervention, the applicant is very discouraged by the work environment and refuses to consider any medical intervention. The applicant's record supports a diagnosis of adjustment disorder, however the Coast Guard did not adopt the usage of SPD code JFY, Adjustment Disorder until April 2009 in ALCOAST 252/09. Therefore, the Board recommends that the applicant's narrative reason for discharge be changed to "Adjustment Disorder" with SPD code "JFY". Additionally, in the absence of any misconduct or negative information in the applicant's scant record, the Board finds no justification for the more restrictive RE-4 and recommends that the applicant's RE code be upgraded to RE-3. The Board unanimously recommends an upgrade to RE-3, which will allow for the applicant the opportunity for future military service with a waiver. Additionally, the board unanimously endorses the narrative reason for discharge to be revised to an adjustment disorder. An RE3 reentry code is not an affirmative recommendation for reenlistment, rather it represents that the applicant is not recommended for reenlistment due to a disqualifying factor. Based upon the policies and needs of the gaining Service, the RE3 code may be waived. An REI is not appropriate or authorized for adjustment disorders.
