As a result, the applicant was placed on performance probation and given an unsatisfactory conduct mark to provide feedback on the trend of this adverse behavior. The applicant's negative attitude and lack of adequate performance was documented at two separate commands over a 2 year period. Specifically, the applicant was counseled on the inability to control anxiety during routine missions, and offered the Employee Assistance Program as an •outsource to improve mental wellness. In the Spring of 2005, the applicant received a disciplinary evaluation stemming from Non-Judicial Punishment proceedings. On the subsequent evaluation, the applicant received another non-recommendation for advancement to the next pay grade. The most favorable RE code for separation due to "Condition, Not a disability" is RE3. Additionally, the applicant's conduct and performance while serving in the Coast Guard are in alignment with the RE-3 and could have garnered an RE4.
