Personnel separated under the voluntary early release program are separated under PERSMAN 12B.12 for the Convenience of the Government, and are assigned SPD Code KND with a Narrative Reason of Separation for Miscellaneous/General Reasons. The applicant has not substantiated any issues with propriety or equity in this case. The Board notes that the applicant claims that full education benefits were promised by the Dept of Veterans Affairs. Determination of DVA educational benefits are not within the scope of this Board and eligibility determinations are made by the DVA. In the applicant's case, early release was requested after 32 months of active service.
