The applicant's command determined this to be a drug incident. Pursuant to policy, the applicant was processed for Discharge due to a drug incident. Prior to the drug incident, the applicant was granted a second chance waiver for service retention after being recommended for separation for two previous alcohol incidents. It is noted by the board that the applicant was awarded Sailor of the Quarter thereafter. The Board finds no issues with propriety or equity in this case. The applicant was notified of the intent to discharge, and the applicant was advised of the rights to an attorney. The applicant declined the right to an attorney and made no statement. Coast Guard policy prescribes no higher than an Under Honorable Conditions character of service for individuals separated as a result of violating the Coast Guard's drug policy.
