Reissue as Honorable. TIS 3 yrs, 10 months, 28 days Policy Implications None EXECUTIVE SUMMARY: The applicant was discharged for Hardship in early 2013. The applicant's complete Personnel Data Record and Separation Package were available for the Board to review. The underlying reasons for the voluntary separation were becoming a parent for the first time in a very new member-to-member marriage, depression, and previous bouts with alcohol that caused disciplinary actions, and approval of a second chance waiver for service retention. The board is aware of the circumstances that led up to the separation as well as the applicant's ineligibility for the Separation for Care of Newborn Children (SCNB) program that was previously applied for. Unfortunately, the SCNB program requires a minimum of six years service time. The applicant only had three plus years at the time of request. Shortly after, the applicant received a psychiatric evaluation in the Fall of 2012 that recommended a hardship discharge. The applicant made the request for the separation shortly after. The command and PSC (epm-l) all endorsed and approved the applicant for an Honorable Discharge. The Board notices that the Servicing Personnel Office (SPO) made an error in processing the applicant's DD214. Due to the applicant having a previous 'Uncharacterized' period of service in 2007 (52 days total), the SPO used the default character of service that was uploaded in Direct Access from the first enlistment. All other items were done correctly. Aside from the administrative error, the Board finds no issues with propriety or equity in this case. Propriety: Discharge was proper. Equity: Discharge was equitable. Final Adjudication by Assistant Commandant For Human Resources: Due to the administrative error made, a Honorable Discharge will be issued as directed by PSC (epm). All other items stand as issued.
