The applicant had a positive urinalysis result for methamphetamines in 2000. In the application, the applicant makes no mention of innocence. The applicant states wanting out of the USCG by any means possible because a reenlistment bonus didn't work out as planned. This statement seemed very odd for a prior military service member who had been serving in the USCG for over 4 years at the time. With over 9 years total service in 2000, the applicant was officially Discharged. The Board does note that an Other Than Honorable Discharge was issued. Normally, those separated for Involvement with Drugs will receive a General discharge with a Character of Service of Under Honorable Conditions (by way of post policy noted in ALCOAST 562/08). However, the DD-214 issued indicates lost time (unauthorized absence leading to possible desertion) which also stopped his pay indefinitely for his last I l months on the rolls.
