The applicant admitted to being immature and homesick when reporting aboard to a USCG cutter after graduating from boot camp at Training Center Cape May. Based on the information at hand, the Board points to ALCOAST 252/09 which created the SPD code of JFY designed primarily for junior members that are unable to adjust to military life in their first enlistment. The Narrative Reason for JFY is Adjustment Disorder which has a less negative connotation than being labeled with a mental health condition at an early age. In short, an applicant that was maladaptive for military life should not be (unilaterally) deemed equally defective for civilian employment or other non-military opportunities. The Board does note that the Honorable Discharge issued was in the applicant's favor. Normally, when a member is separated with less than 180 days of service, they are issued an 'Uncharacterized' discharge. Based on the limited amount of supporting documentation, and the standard of reenlistment codes issued for Adjustment Disorder separations, the Board recommends an RE-3 reentry code. An RE3 reentry code is not an affirmative recommendation for reenlistment, rather it represents that the applicant is not recommended for reenlistment due to a disqualifying factor. The RE-3 code may be waived based upon the policies and needs of the gaining Service. Propriety: Discharge was proper. Equity: Discharge was equitable.
