The applicant admitted to the Coast Guard Investigative Service (CGIS) in the Fall of 2010 to using marijuana on different occasions. Additionally, other shipmates mentioned the applicant's name in substantial illegal drug use. Pursuant to policy, the applicant was recommended for Discharge due to a drug incident. The applicant was notified of the intent to discharge, and the applicant was advised of the rights to an attorney. The applicant objected to the discharge and made a statement. The applicant claimed to be bullied into a confession of drug use by CGIS agents. However, the applicant does not specify or strongly oppose partaking in illegal drug use in any way. The applicant states to have never been convicted of a drug crime or ever tested positive on a urinalysis. The Board finds no issues with propriety or equity in this case. Coast Guard policy prescribes no higher than a General, Under Honorable Conditions character of service for individuals separated as a result of violating the Coast Guard's drug policy. The separation is consistent with the substance abuse policy, the Coast Guard has zero tolerance for drug abuse. The General, Under Honorable Conditions discharge is equitable.
