During a unit investigation, the applicant admitted to Coast Guard Investigative Service (CGIS) agents of repeated drug use during the current term in service. In addition to the statement made, there was drug paraphernalia found in the applicant's barracks room. The Board finds no issues with propriety or equity in this case. The applicant was notified of the intent to discharge and did chose to make a statement. The Board endorses an administrative change to amend the Character of Service to Under Honorable Conditions based on the issuance of ALCOAST 562/08. The Character of Service may not be listed as 'General' on the DD-214 issued (Block 24 of the form). Coast Guard policy prescribes no higher than a General Discharge, with an Under Honorable Conditions character of service for individuals separated as a result of violating the Coast Guard's drug policy. The Coast Guard has zero tolerance for drug abuse. The General, Under Honorable Conditions separation is equitable. Propriety: Discharge was proper. Equity: Discharge was equitable.
